<expiration_date>2007-02-19 09:21:42</expiration_date>
<text>
By MARTIN CRUTSINGER

WASHINGTON - President Bush is sending Congress a $2.9 trillion budget that would provide billions of dollars for the war in Iraq, make his first-term tax cuts permanent and achieve a budget surplus three years after he leaves office.

The massive four-volume set of budget books, featuring two-tone green covers, was headed to Congress Monday, where the plan will receive a decidedly mixed reaction from Democrats. They have made clear that they plan to push their own budget priorities after regaining control of the House and Senate for the first time in 12 years.

In his new spending blueprint, for the 2008 budget year that begins Oct. 1, Bush is pledging to balance the budget by 2012, make health care and higher education more affordable and promote energy security.

Iraq is likely to dominate the debate with war opponents who are pushing nonbinding resolutions expressing disapproval of Bush's 21,500-troop buildup there.

Faced with the competing goals of funding the war effort, preserving his first-term tax cuts and still achieving a balanced budget, the president stuck mostly with modest new initiatives.

Democrats, however, contended that Bush was able to balance the budget only on paper by leaving out significant costs such as the money needed to make sure that the alternative minimum tax, initially targeted at the wealthy, does not ensnare more middle-income taxpayers. He includes a fix for 2008 but not for later years.

Democrats argued that Bush's insistence on preserving his first-term tax cuts will cost more than $2 trillion in lost revenue in the seven years after 2010, when the tax cuts are due to expire.

"The president wants to make the tax cuts permanent even though all the forecasts show that will explode the debt right at the time the baby boomers retire," Senate Budget Committee Chairman Kent Conrad, D-N.D., said in an interview Sunday. "This budget is plunging us toward a cliff that will take us right into a chasm of debt."

Bush's budget projects that the deficit, which hit an all-time high of $413 billion in 2004, will gradually decline until it becomes a surplus in 2012.

To accomplish that goal, Bush would allow only modest growth in the government programs outside of defense and homeland security. He is proposing eliminations or sharp reductions in 141 government programs, for a savings over five years of $12 billion, although Congress has rejected many of the same proposals over the past two years.

Bush also will seek to trim spending on farm subsidies by $18 billion over five years, mainly by reducing payments to wealthier farmers, an effort certain to spark resistance among farm state lawmakers.

Bush would achieve nearly $100 billion in savings over five years by trimming increases in Medicare, the health insurance program for 43 million retirees and the disabled, and Medicaid, which provides health care to the poor. That effort is also likely to trigger heavy opposition in Congress, which rejected smaller Bush cuts last year.

Most of the Medicare savings would come in slowing the growth of payments to hospitals and other health care providers, but $11.5 billion in savings would come from boosting insurance premiums paid by the wealthiest Medicare recipients.

The president, appealing for Democratic support during an appearance at a House Democrats retreat Saturday, said the government must do something to restrain the soaring costs of entitlement spending on health care and Social Security before the looming retirement of 78 million baby boomers.

Bush once listed overhauling Social Security as the No. 1 domestic priority of his second term. But his effort two years ago to accomplish the overhaul by diverting some Social Security taxes into private investment accounts went nowhere in Congress.

The administration is asking for an additional $100 billion for Iraq and the global war on terrorism this year, on top of $70 billion already requested. That spending would drop to $145 billion in 2008 and fall to $50 billion in 2009, although administration officials conceded that future requests could go higher depending on the progress of the war.

"It's tough to know what the military commanders are going to need on the ground," White House budget director Rob Portman said Sunday on CNN.

The Pentagon is scheduled to get a hefty 11 percent increase in spending authority, pushing its 2008 budget to $481.4 billion.

Bush's budget also includes an initiative to expand health care coverage to the uninsured through a complex proposal that would give every family a $15,000 tax deduction for purchasing health coverage but would make current employee-supplied health coverage taxable.

Bush is also proposing to increase the maximum Pell grant, which goes to low-income students, from the current $4,050 to $4,600. Democrats are pushing for even larger increases.

Bush's energy proposals would expand use of ethanol and other renewable fuels with a goal of cutting gasoline use by 20 percent over the next decade.
</text><tracking_url>

<text>
By SAMEER N. YACOUB

BAGHDAD, Iraq - Violence raked Baghdad Monday as an Iraqi general took charge of the security operation in the capital and Iraqi police and soldiers manned new roadblocks - initial steps indicating the start of the long-anticipated joint operation with American forces to curb sectarian bloodshed.

At least 29 people died in bomb and mortar attacks across the city Monday, 15 of them as they waited to refill propane cooking tanks when two car bombs blew up in quick succession in south Baghdad.

The violence showed the difficulty that as many as 90,000 American and Iraqi troops and police will face in a third attempt to calm the capital in nine months.

"It's going to be much more than this city has ever seen and it's going to be a rolling surge," Col. Douglass Heckman, the senior adviser to the 9th Iraqi Army Division, said Sunday.

Two past security operations in the capital over the past nine months - Operations Together Forward I and II - have failed and the United States blamed Iraqi authorities for failing to produce the number of troops promised.

Defense Secretary Robert Gates said last week that Iraqi troops who arrived to augment the newly assembled Baghdad force were only at about half the number promised.

A spokesman for the Sadr Movement, an important Shiite bloc in parliament, complained that the security crackdown had been too long in coming, especially given the series of bombings that have devastated mainly Shiite marketplaces over the past weeks.

At least 132 people died in a truck bombing Saturday in the Sadriyah market, the deadliest single bomb attack since the war began.

Falah Hassan, the Sadr bloc lawmaker and spokesman, said the delay "has negative consequences for the lives of the Iraqis."

"We demand that the plan be executed as soon as possible because the terrorists are going too far in their vicious attacks," Hassan said on behalf of the lawmakers loyal to the renegade anti-American cleric Muqtada al-Sadr.

The security sweep will be led by Lt. Gen. Abboud Gambar, who was named to the top position under pressure from the United States after it rejected Prime Minister Nouri al-Maliki's first choice - Lt. Gen. Mohan al-Freiji.

Gambar will have two Iraqi deputies, one on each side of the Tigris River that splits Baghdad north to south. The city was to be divided into nine districts, and there were to be as many as 600 U.S. forces in each district to back up Iraqi troops who will take the lead in the security drive.

The security drive, for which President Bush has dispatched 21,500 additional American forces, was seen by many as a last-chance effort to quell the sectarian violence ravaging the capital and surrounding regions.

As the operation slowly began, suspected Shiite militiamen burned down three houses in the largely Sunni al-Amil district in southwest Baghdad. Casualties were not known because police had blockaded the area.

The U.S. military reported the deaths of two American soldiers, both killed on Sunday.

Outside Baghdad, two key members of radical anti-American Shiite cleric Muqtada al-Sadr's political and military organization were killed, a sign that top ranks of the organization continue to come under attack from both Sunni insurgents and U.S. and Iraqi forces.

Ali Khazim, who ran al-Sadr's political organization in volatile Diyala province northeast of Baghdad, was killed Sunday by U.S. forces at his home in Howaider village, 12 miles east of Baqouba, Saleh al-Ageili, a spokesman for the Sadr Movement's parliamentary bloc, said on Monday. Provincial police confirmed al-Ageili's account.

The spokesman said Khazim was stabbed with a bayonet.

"What has happened to Khazim is part of the series of provocative acts by the occupation forces against the Sadr movement. The occupation forces know well who are the terrorists and their whereabouts, yet they are targeting our people," al-Ageili told The Associated Press.

The U.S. military said in a statement that Iraqi troops backed by Americans had shot and killed the leader of a rogue Mahdi Army group in Howaider. It did not name Khazim as the victim.

"The suspect is believed to have facilitated and directed numerous kidnappings, assassinations and other violence targeting Iraqi civilians and Iraqi Police. He is reportedly responsible for several attacks against Coalition and Iraqi Forces in the area," the military said.

The second Sadr organization official, Khalil al-Maliki, a key figure in the Mahdi Army militia in Basra, was killed by three gunmen in a drive-by shooting on Sunday. He survived an assassination attempt in the city last year.

As many as seven important members of the Sadr organization have been killed or captured in the past two months, at least three of them by U.S. forces, after the prime minister dropped his protection for the organization - a crucial backer in his rise to power.

On Sunday, an Interior Ministry official said about 1,000 Iraqis - including civilians, security forces and gunmen - had been killed in the last week alone. The official spoke on condition of anonymity because he was not authorized to release the figures.

Figures tallied by The Associated Press from police and government statements put the death toll from Jan. 28 until Saturday at 911. That included the 137 people killed in Saturday's truck bombing.
</text><tracking_url>

<text>JAKARTA, Indonesia - Horse-drawn carts rescued residents from flood-stricken districts in the Indonesian capital on Monday after flooding burst riverbanks, killing at least 29 people and forcing some 340,000 to flee their homes in recent days.</text>

<text>
By ZAKKI HAKIM

JAKARTA, Indonesia - Horse-drawn carts rescued residents from flood-stricken districts in the Indonesian capital on Monday after flooding burst riverbanks, killing at least 29 people and forcing some 340,000 to flee their homes in recent days.

Clearer skies brought some relief on Monday, and witnesses said floodwaters were receding in several areas while levels at key rivers were dropping.

However, large areas remained submerged under waist-high waters and officials warned that rain to the south, which causes rivers that flow into Jakarta to swell, might result in more flooding later in the day.

Authorities estimated that between 40 percent and 70 percent of the city, which spans an area of 412 square miles - about the size of San Antonio, Texas - had been inundated.

"We expect residents to stay alert because water may rise again and very fast," said Sihar Simanjuntak, an official monitoring the many rivers that crisscross this city of 12 million people.

People living in one upscale area hired carts and horses to pull them to safety.

"The government is awful," said Augustina Rusli, who for five days was trapped on the second floor of her house with her 10-month old baby, expecting the floods to be short-lived. "We have a neighbor who is sick with cancer but no one has come to rescue her."

Jakarta's heavily criticized governor said he could not be held responsible for the worst floods to hit the city in living memory, saying they were a "natural phenomenon" that occur every five years.

"There is no point in throwing abuse around," Governor Sutiyoso, who goes by one name, told el-Shinta radio station. "I was up until 3 a.m. this morning trying to handle the refugees."

Incessant rain that starting falling Thursday on Jakarta and the hills south of the city triggered the floods. Tens of thousands of homes, school and hospitals - in poor and wealthy districts alike - were inundated.

Indonesia's meteorological agency has forecast rain for the next two weeks.

The government has dispatched medical teams on rubber rafts into the worst-hit districts amid fears that disease may spread among residents living in squalid conditions with limited access to clean drinking water.

As of Monday, 29 people had died, mostly by drowning or electrocution, officials said.

"We have to be alert for diseases like typhoid, those transmitted by rats and respiratory infections. Hopefully, there will be no dysentery," said Health Minister Siti Fadilah Supari. "We know it's hard for the residents (to keep clean) under the circumstances, but they have to."

Dr. Rustam Pakaya, from the Health Ministry's crisis center, said nearly 340,000 people had been made homeless, many of whom were staying with friends or family or at mosques and government buildings.

Jakarta regularly floods, though not on this scale. Dozens of slum areas near rivers are washed out each year. Residents either refuse or are too poor to vacate the districts.

Seasonal downpours cause dozens of landslides and flash floods each year in Indonesia, a sprawling archipelago of 17,000 islands, where millions live in mountainous areas or near fertile plains.
</text><tracking_url>

<text>
By The Associated Press

From Minnesota to New York, some schoolchildren are getting an extra long weekend because of the bitter chill that has spread over the eastern half of the country.

Wind chills are minus 25 degrees or lower and some high temperatures today aren't expected to climb above zero.

Experts say exposed skin can get frostbite and school officials didn't want kids outside waiting for buses.

Maine is getting hammered with wind chills forecast as low as minus 45 by tonight in the western mountains.

In Michigan, there could be insult added to injury with winter storm warnings for most of the eastern Upper Peninsula and the northwest Lower Peninsula.

Amtrak shut down passenger train service in upstate New York west of Albany and numerous schools closed due to whiteouts from lake-effect snow and below zero wind chills.
</text><tracking_url>

<text>
By BARRY WILNER

MIAMI - The Indianapolis Colts are celebrating their franchise's first Super Bowl title in 36 years after their overpowering performance in a 29-17 victory over the Chicago Bears in Super Bowl XLI last night.

Super Bowl MVP Peyton Manning ran an effective ball-control offense featuring short passes mixed in with a strong running game. It's the first title for the 30-year-old Manning, who completed 25 of 38 for 247 yards and one touchdown and one early interception.

Running backs Joseph Addai and Dominic Rhodes were a great complement. Addai caught ten passes and ran 19 times for 77 yards. Rhodes finished it off by rushing 21 times for 113 yards and one TD.

Tony Dungy, the first black coach to win a Super Bowl, says now he has "to figure out a way to defend our Super Bowl. That's number-one on our list."

It's the first Super Bowl title for the Colts franchise since they won Super Bowl V in 1971 when the team was based in Baltimore.

"Peyton is a tremendous player, a great leader," Dungy said. "He prepares, he works, does everything you can do to win games and lead your team. If people think he needed to win a Super Bowl, that is just wrong. This guy is a Hall of Fame player and one of the greatest ever to play."

And now he is a champion. So is his coach.

"It's hard to put into words," said Manning, who hit 25 of 38 passes for 247 yards with one touchdown and one interception. "I'm proud to be part of this team. We stuck together, won this game for our leader, Tony Dungy."

Dungy became the first black coach to win the championship, beating good friend and protege Lovie Smith in a game that featured the first two black coaches in the Super Bowl.

"It feels great. I thought about that as I was on the podium," Dungy said. "Being the first African-American coach to win it. I have to dedicate to some guys before me - great coaches I know could have done this if they had gotten the opportunity. Lovie and I were able to take advantage of it. We certainly weren't the most qualified."

Dungy's ring wasn't the only first. It also was the first rainy Super Bowl and the first time an opening kickoff was run back for a touchdown, when sensational Bears rookie Devin Hester sped downfield for 92 yards.

And not since the Buffalo Bills self-destructed with nine turnovers in losing to Dallas 14 years ago had there been so much messiness. The first half was marred by six turnovers, three for each team. Even football's most clutch kicker, Adam Vinatieri, missed a chip-shot field goal for the Colts, who botched an extra point attempt, too.

When much-maligned Bears quarterback Rex Grossman's wobbly pass was picked off and returned 56 yards for a touchdown by Kelvin Hayden with 11:44 remaining in the fourth quarter, it was over.

"I'm so proud of our guys," Dungy said. "We took the hit early with Devin Hester. We talked about it; it's going to be a storm. Sometimes you have to work for it. Our guys played so hard and I can't tell you how proud I am of our group, our organization and our city."

Chicago (15-4), which led the league in takeaways this season, finished with five turnovers, including two interceptions by Grossman.

"A frustrating loss," Grossman said. "There were definitely opportunities for us to take that game, and we didn't do it."

The Colts (16-4) will take it. It's their first title since the 1970 season, when they played in Baltimore.

It was confirmation of Manning's brilliance, even if he didn't need to be dynamic. The son of a quarterback who never got to the playoffs, Manning has been a star throughout his college career at Tennessee and his nine pro seasons with the Colts.

It also was a validation of Dungy's leadership. He helped build Tampa Bay, one of the NFL's worst franchises, into a contender before being fired after the 2001 season. The next year, the Bucs won the Super Bowl under Jon Gruden.

Sunday finally was Dungy's turn. As his players hoisted their coach on their shoulders, he switched his blue Colts cap for a white one that read "NFL champions." Dungy was carried from the sideline, then was lowered so he could share a long embrace and a handshake with Smith.

"I just told Lovie how proud I was of the moment," Dungy said

The Colts reached the pinnacle by winning four postseason games with a defense that made a complete turnaround in the playoffs.

And with a running game that perfectly complemented Manning, thanks to Dominic Rhodes and Joseph Addai, who combined for 190 yards - 113 on 21 carries by Rhodes and 77 on 19 carries by Addai, who also caught 10 passes for 66 yards.

Chicago was denied its first Super Bowl title since its powerhouse 1985 team. These Bears could have used Da Coach, Sweetness and their buddies.

It rained from start to finish; there was even "Purple Rain" during halftime when Prince sang some of his signature songs. And though Vinatieri twice was a victim of the slop, he kicked three field goals.

"We knew handling the ball would be tough," Dungy said. "We showed we could win many ways."

Hester's spectacular return provided a stunning beginning - and a severe jolt to the Colts. The local product and only rookie All-Pro this season pumped his arms to excite the crowd before the kickoff, then lifted the fans from their seats with an electrifying run on which he never was touched.

He barely touched the ball again as Indy went to squibbing kickoffs.

Leading 16-14 at halftime, the Colts spent half the third quarter with a march to Vinatieri's 24-yard field goal. Twice on the drive, Manning fell to the ground while throwing. But he completed them.

Grossman had it even worse on Chicago's initial possession of the second half, twice in a row slipping and getting sacked. Maybe he would have done better on icy turf.

Thomas Jones, forced to carry the Bears' entire rushing load when Cedric Benson was hurt in the first half, was Chicago's best player. But with Grossman ineffective, even inept, all the Bears managed in the second half was Robbie Gould's 44-yard field goal late in the third period.

After Hester's opening dagger, Manning tried to force a pass to Marvin Harrison in double coverage and was picked off by Chris Harris to spoil Indy's first possession, but the Colts struck back on their next series, converting three third-downs. The final one was the most important as Manning got everything on a long pass to the uncovered Reggie Wayne even though Tank Johnson had his hands on the quarterback. Wayne trotted into the end zone for a 47-yard score.

Then the rain ruined three straight plays.

Holder Hunter Smith dropped the snap on the extra point and Vinatieri couldn't get off a kick. Then Vinatieri, well aware of who was lurking deep, squibbed the kickoff to tight end Gabe Reid, who fumbled at his 35, with Tyjuan Hagler recovering for the Colts.

But Manning and Addai botched the handoff on the next snap and Chicago's Mark Anderson recovered, the third turnover in the first 8 1/2 minutes.

Couldn't anybody play this game?

Jones certainly could. He used a sharp cutback to break a 52-yard run, the longest of his career, to the Colts' 5, and Grossman found Muhammad in the front of the end zone for a 14-6 lead.

Jones finished with 112 yards rushing.

A fourth giveaway in the opening quarter, by Benson on his first carry before injuring his knee, didn't damage Chicago.

Vinatieri, who made two Super Bowl-winning kicks for New England, nailed a 29-yard field goal early in the second period, but was wide left from 32 yards at the end of the half.

Vinatieri still set a record with 49 postseason points.
</text><tracking_url>

<text>
WASHINGTON - Health care coverage would no longer be optional in the United States under a plan announced Monday by presidential candidate John Edwards that would require all businesses to provide insurance and all Americans to have it.

The 2004 vice presidential nominee said he would raise taxes to pay for the plan's cost of up to $120 billion a year.

"The time has come for a universal health care reform that covers everyone, cuts costs, and provides better care," said the plan that Edwards posted Monday on his Web site.

Edwards' plan is the first detailed health care plan to be offered by a Democrat seeking the White House in 2008. Several others are expected to offer competing ideas to help at least some of the 47 million people who are uninsured.

The issue is new for Edwards, who proposed to cover children in his 2004 campaign but didn't have a broader planned for adult uninsured. The idea is clearly appealing to Democratic activists who cheered Edwards Friday when he called on them to stand up for the "silent victims of a health care system that's dysfunctional and getting worse every single day."

"Can we finally say we stand, now and forever, for every single man, woman and child in America having health care, universal health care?" Edwards said before a speech at the Democratic National Committee. "We will leave no one behind. We will not allowed a single family or a single child in America to not have health care coverage and to not have the health care that they need and deserve."

Edwards plan aims to have universal coverage by 2012. A Democratic rival, Barack Obama, also has said that is his goal, but the Illinois senator has yet to provide more specifics about how he would get there.

Edwards plan would first require employers to cover their workers or help pay for their insurance. He would try to clamp down on rising costs with tax credits to help lower and middle income American pay for their plans, expanded government programs like Medicaid and the State Children's Health Insurance Program and changes to insurance laws to require coverage for all regardless of pre-existing conditions or other factors. And he would create nonprofit regional purchasing pools so that consumers would have a way to buy an affordable and high quality plan.

Finally, he would require every American to get coverage, unless they have financial or religious exemptions.

Edwards said his plan will make it cheaper for families and businesses to have insurance coverage while providing health care to the uninsured.

"The bottom line is we're asking everybody to share in the responsibility of making health care work in this country. Employers, those who are in the medical insurance business, employees, the American people - everyone will have to contribute in order to make this work," the former North Carolina senator said Sunday on NBC's "Meet the Press."

Edwards said he would free up money for health care coverage by abolishing President Bush's tax cuts for people who make more than $200,000 a year and by having the government collect more back taxes.

"Yes, we'll have to raise taxes," Edwards said on NBC. "The only way you can pay for a health care plan that costs anywhere from $90 (billion) to $120 billion is there has to be a revenue source."

Edwards said health care insurance premiums have risen 90 percent over the past decade.

"We want to make sure everybody's covered. We want to help middle-class families with the costs. We want to try to create competition that doesn't exist today," he said.

---

On the Net:

http://johnedwards.com
</text><tracking_url>

<text>
CUPERTINO, Calif. - Mac computer and iPod maker Apple said Monday it settled long-simmering trademark issues with The Beatles' Apple Corps Ltd. company about the use of the name "Apple" and apple logos.

The new settlement replaces the companies' 1991 agreement, and gives Apple Inc. ownership of all the trademarks related to "Apple." In addition, Apple Inc. will license certain of those trademarks back to Apple Corps for their continued use.

This settlement ends the ongoing trademark lawsuit between the companies, with each paying its own legal costs, and Apple Inc. will continue using its name and logos on iTunes.

Further terms weren't disclosed.

"We love the Beatles, and it has been painful being at odds with them over these trademarks," said Steve Jobs, Apple's CEO. "It feels great to resolve this in a positive manner, and in a way that should remove the potential of further disagreements in the future."
</text><tracking_url>

<text>
PHILADELPHIA - A Philadelphia official wants the city council to look at whether the city's sidewalks should be made of rubber.

City councilman Jim Kenney recently toured Chicago to see environmentally-friendly city projects there. He came back with a number of ideas on which he plans to hold hearings.

One is using rubber for sidewalks.

No, don't expect to see people bouncing down the street. Kenney says the rubber is very solid - probably harder than a running track.

He says rubber sidewalks are made from recycled tires. They don't crack, and they last longer than concrete.

Kenney says rubber sidewalks could also reduce the number of slip-and-fall accidents and the resulting lawsuits.

---

Information from: Mike Dunn/KYW-AM, http://www.kyw1060.com
</text><tracking_url>

<text>
ATLANTIC CITY, N.J. - A woman playing the penny slots Saturday morning left the Resorts Atlantic City casino with her own little jackpot - a new baby boy.

Eight-months pregnant Nyree Thompson, 32, went into labor on the casino floor about 9:30 a.m.

Thompson said she mistook labor pains for gas at first, but after going to the restroom told a security guard that she might be giving birth.

Thompson said the guard thought she was joking. Then her water broke.

"A guard came over and said, 'Don't push,'" Thompson said. "I said, 'Forget you, this baby is coming right now!'"

Minutes later, a boy weighing less than 5 pounds was born. Thompson named him Qualeem.

Four security guards helped Thompson deliver the baby, wrapping the child in a jacket until paramedics arrived at about 9:40 a.m., said Steve Callender, vice president of operations at Resorts.

Despite being premature, Qualeem was doing fine.

Callender, who has worked at Resorts since it opened in 1978, said the birth was a first for the casino as far as he knew. "We've had people die here," he said, "but we've never had people born here."
</text><tracking_url>

<text>
By IOAN GRILLO

MEXICO CITY - For most people, even the smallest bite of a raw chili pepper means a flushed face and a rush for a gulp of water. But Manuel Quiroz can guzzle down dozens of Mexico's spiciest chilies, rub them on his skin and even squeeze their juice into his eyes without so much as blinking.

The 54-year-old Mexico City taxi driver said Saturday that he has made thousands of dollars with his talent and wants to become the world champion chili eater. But first he needs to find an organization that can crown him with that title.

"Chilies don't sting me. They don't affect me. It's just like eating fruit," Quiroz said at a market in the Mexican capital. Shoppers stared in amazement as he crunched on a habanero, the hottest chili pepper in a country that likes its food spicy.

Quiroz said he discovered his talent when he was 7 and grew up betting people that he could eat more chilies than they could. He never lost.

"I'm the best. No one can rival me," he said.

His biggest windfall came when he entered a competition organized by a local television station and took home the $2,000 purse.

Quiroz said he plans to try to get his abilities recognized by Guinness World Records. To his knowledge, no one in the world can swallow more chilies.

"Chilies are the pride of Mexico," Quiroz said. "The world chili-eating champion has got to be here."

Quiroz said he has never been examined by a doctor to find out if there is a medical explanation for his extraordinary endurance to the spice.

"Why would I go and see a doctor?" he said. "There is nothing wrong with me. Eating chilies makes me feel great."
</text><tracking_url>

Among the bidders will be current students at the school, which has an enrollment of about 1,030 students.

A year of tuition, room and board at Oklahoma Wesleyan costs about $23,000. The bidding will be open through Saturday.

"I think it's a really neat idea," junior Emily Wright said. "I don't know why anybody wouldn't bid."

Mike Colaw, the university's special assistant to the vice president, said the school is looking to "create a buzz" surrounding the auction.

The tuition recipient must meet the university's admission requirements.
</text><tracking_url>

The bidding had reached $4,425 by 11 p.m.

Bidders can buy the tuition for themselves or someone else.

<text>
Text of report by Indian news agency PTI

Bangalore, 5 February: India plans to undertake another mission to moon aided with a proper lander that would soft land on the lunar surface after its scheduled unmanned moon mission, Chandrayaan-1, early next year, India's space agency chief said.

Chandrayaan-1 would be put into orbit using the Polar Satellite Launch Vehicle (PSLV). The 525-kg satellite will be placed in 100 km polar orbit around the moon and it will have a life time of two years.

Chairman of Indian Space Research Organization [ISRO], G Madhavan Nair said Chandrayaan-2, to be undertaken by 2010, will have a proper lander which would land on the lunar surface and would explore the surface in detail.

Chandrayaan-1 is for mapping applications and this satellite is equipped with remote sensing cameras.

"Chandrayaan-2 will have a lander which would touch down on the lunar surface and pick up samples," Nair told PTI here.

Meanwhile, he said the government has given the go ahead to Indian Space Research Organization (ISRO) to undertake detailed study and submit a firm project report on the manned mission to space.

"Study project has been cleared," he said. "We are going into every detail regarding technologies involved...whatever precision needed...what type of human resources we need...all these will be sharply focused," he said. "By the end of the year, we will be submitting a firm project report to the government."

About 80 scientists gathered at a meeting convened by ISRO in November last year were unanimous in suggesting that the time was appropriate for India to undertake a manned mission.

The preliminary estimated cost for the manned space mission is 100bn rupees spread over a period of eight years, according to Bangalore-headquartered ISRO.

Nair said ISRO is planning to launch another recoverable satellite next year.

ISRO had last month successfully recovered a spacecraft -- Space Capsule Recovery Experiment-1 -- after manoeuvring it to re-enter the earth's atmosphere and descend over Bay of Bengal about 140 km east of Sriharikota.

Later speaking at an international seminar here, Nair also unravelled the space agency's plans to have reusable launch vehicle.

"It's in the concept stage and by 2020 we should be able to have such a system," he said.

(c) 2007 BBC Monitoring South Asia. <text>
By Mary Carol Garrity

Q: My mother-in-law just informed me that my bathroom was boring and needed to be decorated. I have to confess that I agree with her, but I have no clue how to decorate a bathroom. Any ideas?

A: Don't you hate it when you mother-in-law is right?

I agree that bathrooms should be as warm and inviting as any other room in your home. The key to a great restroom is to make the space both striking and practical.

If your bathroom is petite, your goal is to make every inch beautiful and efficient. I've become a master at this, since the bathrooms in my historic home are about as big as postage stamps.

Frankly, I like my little lavatories, and when we renovated our home, I decided to keep them small in order to preserve the character of the house. But I did freshen them up with white subway tile, creamy bead board and brown wall paint.

Despite their diminutive size, small bathrooms can be as gorgeous and functional as huge ones. You just have to be creative.

For instance, to add much needed storage space to my guest bath, I sandwiched a wonderful gothic bookshelf between the sink and the wall. On the bottom two shelves, I have snowy white towels rolled up, awaiting guests. I placed a reproduction of an old suitcase on the second shelf, then filled it with all the toiletry items guests might need during their stay. An assortment of magazines and books rests on top of the suitcase.

I created a tableau that was both useful and beautiful on the bookcase's top shelf. A tall apothecary jar holds bright white washcloths. You'll find an assortment of fine soaps in a delicate compote next to the apothecary jar. Then, I filled in the remaining space on the shelf with treasures like framed snapshots, tip towels, a silver clock and an accent lamp.

A wall-mounted shelf above the toilet holds more supplies, like cotton balls and Q-tips, stored in darling vintage jars. And because I can't stand to leave any surface bare, I created a striking montage on the back of the toilet with a dainty mirrored tray, a glass vase and a scented votive.

If you have a huge bathroom suite, your challenge may be to make the space feel cozy, not cavernous. The best way to fill big spaces is with large pieces of furniture. Find a beautiful antique armoire or a large bookcase to cover a blank wall. Then, fill the shelves with bath essentials, like stacks of pristine white towels and baskets of supplies, such as toilet paper and bath products.

Put mouthwash, perfume or bubble bath in crystal decanters, arrange them on an elegant silver tray and showcase it on a shelf. Then, add interest to your display by weaving in small pieces of artwork propped on easels.

If you have lots of open floor space in your large master bath, add a bistro table and chairs so you can enjoy your morning coffee while you get ready for the day. Or, cover a slipper chair or round ottoman in a durable fabric and place it in the center of your dressing space.

Mary Carol Garrity is the proprietor of three home furnishings stores in Atchison, Kan., and the author of several books on home decorating. <text>

<text>
Health Discovery Corporation ("HDC") (OTCBB: HDVY) announced today that it has filed new patent applications in the United States Patent and Trademark Office and in the U.S. Receiving Office for the Patent Cooperation Treaty for U.S. and foreign patent protection for a newly discovered Prostate Cancer Biomarker Expression Signature which is highly accurate for identifying prostate cancer. This new Prostate Cancer Biomarker Expression Signature was demonstrated to have a very high degree of accuracy as demonstrated by an area under the ROC curve of 94%.

"This new and exciting biomarker discovery could play a significant role in a more accurate diagnosis of prostate cancer as well as providing important information for the development of new drug targets for the successful treatment of prostate cancer," commented Dr. Herbert A. Fritsche, Professor of Laboratory Medicine at the University of Texas M.D. Anderson Cancer Center and Chairman of HDC's Science Team. "As medicine becomes increasingly personalized, discoveries of this nature could facilitate the development of new diagnostic tests and innovative treatments for prostate cancer."

Stephen D. Barnhill, M.D., Chairman & CEO of HDC, said, "I firmly believe that this new Prostate Cancer Biomarker Discovery provides a significant opportunity towards providing a more accurate diagnosis of prostate cancer and important new information for identifying new therapeutic targets in treating this potentially devastating type of cancer. This is especially important since The World Health Organization (WHO) estimates that prostate cancer in men is expected to go up 40% worldwide in the next 25 years. HDC is eager to work with both diagnostic and pharmaceutical partners on developing prospective commercial applications for this important new discovery."

In addition, HDC has previously identified and reported additional Expression Signatures of biomarkers that are capable of distinguishing high-grade prostate cancers (Gleason Grade 4 and higher) from less malignant grades. More than 1 million men a year undergo biopsies of the prostate gland after the widely used cancer-screening test reveals moderately elevated levels of prostate specific antigen (PSA) in the blood. Only one in four of these biopsies find evidence of cancer, meaning that around 750,000 of those million plus biopsies were unnecessary. The ability to clearly distinguish between different cancer grades by accurately identifying biomarker expression signatures in tissue, blood, urine or semen, could reduce the number of unneeded biopsies while quickly identifying those men in urgent need of more aggressive treatment.

According to a recent paper published in the Journal of Urology by Dr. Tom Stamey at Stanford University Medical Center, a world-renowned expert on prostate cancer, and a Member of the HDC Science Team "The Era of PSA is over" because of the low accuracy rate of Prostate Specific Antigen in identifying clinically significant prostate cancer. Dr. Stamey believes that a new more accurate test is needed to effectively detect this type of cancer. PSA sales are estimated at over $350 million annually and represent 40% of all annual cancer serum biomarker revenues.

HDC has recently signed licensing agreements with Pfizer (NYSE: PFE), Epigenomics (Frankfurt, Prime Standard: ECX) and Bruker Daltonics (NASDAQ: BRKR).

Savannah-based Health Discovery Corporation (OTCBB: HDVY) is uniquely positioned in the field of pattern recognition. Through its broad patent portfolio and the efforts of its recognized scientific team, HDC is focused on commercializing its intellectual property in genomic and proteomic biomarker discovery, medical imaging, diagnostics, and pharmaceutical advancements in personalized medicine. The company's patent-protected technology also has significant application in non-medical fields that require manipulation and analysis of large, complex datasets such as insurance, financial markets, Internet search & spam, and homeland security.

This news release contains "forward-looking statements" within the meaning of Section 27a of the Securities Acts of 1933 and Section 21E of the Securities Exchange Act of 1934. <text>
By Jessica Kiddle

Are you eating your age? While most of us don't like to act it, we have different nutritional requirements at every stage of our lives and eating accordingly could help us stay looking, and feeling, healthy along the way. So says nutrition expert Judith Wills, author of best-selling and newly revised book The Food Bible. "Your body changes as you get older so your diet should too," she says. "Not only is this a way to control weight but it'll keep you in good health as well." So, to find out what you should be eating and when, read on.

Ages 20-35 "The problem with people in their twenties is that they still think they are teenagers and can eat what they like," says Wills. "However, as we get older our metabolism slows so you should cut down on your daily calorie intake - not by much, just an average of 50 calories per decade, which works out at about four biscuits."

For women, now's the time to build peak bone mass, so make sure you're getting lots of calcium. If you're planning a family, Wills advises taking lots of B vitamins, iron and zinc - which means eating green leafy veg and lean meat.

Ages 35-45 "Those who fall into this age bracket should watch their calorie intake and take special care to eat superfoods such as blackcurrants and apricots which can protect you against the illnesses of old age," she says. As your career is taking off, Wills points out that a healthy diet can also give a boost to brain power. For example, a diet low in saturated fat encourages circulation of blood through the brain which, in turn, can aid concentration.

Ages 45-65 For women, the middle years mean tackling the menopause, which Wills says can be made easier with diet. For example, some experts believe that soya-based foods such as tofu, which contains powerful phyto-oestrogens, can prevent hot flushes. Dry skin and limp hair can also be treated by eating foods rich in the antioxidant selenium, says Wills - so stock up on dairy products, avocados and pulses.

The Food Bible: The Ultimate Reference Book for Food and Your Health by Judith Wills is published by Quadrille, priced GBP 10.99.

(c) 2007 Scotsman, The. <text>
Highland herb skin boost

A Scottish shrub with an ancient pedigree as a herbal remedy has been made into a range of products for blemish-prone skin. Sweet gale (or bog-myrtle), found in the Highlands, contains in its leaves an essential oil that has been used in the past as a natural insect repellent and as a flavouring for beer. But researchers at Boots found that it has antibacterial and antioxidant properties, and is particularly effective against the bacteria associated with blemish- prone skin. They have now incorporated it into a new range of skincare products in the Botanics Sensitive Skin range.

The range also contains natural sugars from the marshmallow plant, which moisturise the skin. Marshmallow sweets were traditionally used to soothe sore throats.

The Boots Botanics Sweet Gale range is launched this week, with products costing from GBP3.49 to GBP6.99.

Ageing? It's not so bad

Older people are able to take bad news in their stride better than their children or grandchildren - which can make them riskier gamblers as losses don't scare them, according to an American study. Research funded by the US National Institute of Ageing found that older adults process negative information differently from younger people and are less responsive to unpleasant information.

Diabetes kidney-stone link The incidence of kidney stones appears to be increasing worldwide, and new research suggests diabetes could be a predisposing factor.

A kidney stone is a solid mass of tiny crystals made of calcium, uric acid or other substances. Pain in the back, flank or abdomen is a common feature, along with bloody urine, excessive or painful urination, nausea and vomiting. A team at the prestigious Mayo Clinic in Minnesota examined 3500 people diagnosed with kidney stones between 1980 and 1999. They were matched by age and gender with an equal number of people without kidney stones. The researchers also examined patients diagnosed with diabetes, high blood pressure and obesity. After taking into account the effects of age, time of year, high blood pressure and obesity, diabetes was significantly associated with a diagnosis of kidney stones, the team has reported in the American Journal of Kidney Disease.

(c) 2007 Herald, The; Glasgow (UK). <text>
SAN DIEGO, Feb. 5 /PRNewswire-FirstCall/ -- Arena Pharmaceuticals, Inc. today announced that it completed patient enrollment in the first of three planned Phase 3 pivotal trials evaluating the efficacy and safety of its lead drug candidate, lorcaserin hydrochloride, for the treatment of obesity. Known as BLOOM (Behavioral modification and Lorcaserin for Overweight and Obesity Management), this double-blinded, randomized, and placebo-controlled trial enrolled 3,182 patients at approximately 100 centers in the United States. Arena continues to expect BLOOM's independent Data Safety Monitoring Board (DSMB) to perform its month-six review of echocardiograms in the third quarter of 2007 and make a judgment as to whether it is appropriate to continue the trial.

"Completing the enrollment of more than 3,100 patients in the BLOOM trial in a little over four months reflects the significant need for additional options in the treatment of obesity," commented William Shanahan, M.D., Arena's Vice President and Chief Medical Officer. "We are looking forward to the DSMB's review of the month-six echocardiographic data in the third quarter and the initiation of two additional one-year pivotal Phase 3 studies later this year."

The BLOOM trial is evaluating a 20 mg daily dose (10 mg dosed twice daily) of lorcaserin versus placebo over a two-year treatment period in obese patients (BMI 30 to 45) with or without co-morbid conditions and overweight patients (BMI 27 to 30) with at least one co-morbid condition. The proportion of patients with a 5% or greater weight reduction from baseline at week 52 is the primary efficacy endpoint. All patients received echocardiograms at screening and will receive follow-up echocardiograms at 6, 12, 18 and 24 months after starting the trial. Echocardiograms will be reviewed by an independent DSMB at 6 and 12 months. The DSMB will review echocardiographic data, and based upon predetermined criteria will make a judgment as to whether it is appropriate to continue the trial at the time of each review.

The complete lorcaserin Phase 3 program is designed to enroll a total of approximately 6,000 overweight and obese patients in three pivotal trials. In addition to the BLOOM trial, two additional Phase 3 pivotal trials enrolling a total of approximately 3,
