Parsons, joint-ventured with Tishman Construction Corporation and Arup, has been awarded a contract by NJ Transit to provide engineering services on Phase 1 of the $7 billion Trans-Hudson Express Tunnel, the biggest transportation project in New Jersey in decades.
The primary job of the construction manager in the initial phase will be to provide design oversight; make independent cost estimates to validate those made by the engineering team; develop a master project schedule for the engineering, permitting, and construction phases; create a quality control plan; and coordinate outreach programs to ensure opportunities for participation of women- and minority-owned businesses in both New Jersey and New York.
"The combined talents, experience, and resources of Parsons, Tishman Construction, and Arup will provide NJ Transit with additional resources necessary to advance a project of this size and complexity," said Jim Shappell, Parsons Group President.
The Trans-Hudson Express Tunnel is a key element of the Access to the Region's Core program, which includes two new single-track railroad tunnels between New Jersey and New York, an expanded rail station under 34th Street in Manhattan adjacent to Penn Station, and signal and track improvements along and adjacent to the Northwest Corridor.
A veteran in transportation services, Parsons and its affiliates bring extensive worldwide experience in managing large railroad construction and tunnel projects, including The Channel Tunnel Rail Link in Great Britain; the Washington, D.C., Metro system; and the Dubai Metro Red Line project in the United Arab Emirates.
The Trans-Hudson Express Tunnel will provide two single-track rail tubes beneath the Hudson River and the Palisades and will connect New Jersey to Midtown Manhattan, as well as increase NJ Transit's capacity to move customers between New Jersey and New York. Construction is expected to start in 2009.
