Kulikowski Leading Langan CEQR Practice in New York City
NEW YORK, Dec. 3, 2013 /PRNewswire/ — Langan announced today that Robert R. Kulikowski, Ph.D. officially joined the firm as Senior Director of Environmental Planning, where he will lead a practice dedicated to helping clients navigate the City Environmental Quality Review (CEQR) and Uniform Land Use Review Procedure (ULURP) processes, often required for development projects in New York City. Most recently, Kulikowski had been Director of the Mayor’s Office of Environmental Coordination since the beginning of the Bloomberg Administration, where he assisted all city agencies with CEQR applications and policy.
An accomplished science administrator with extensive experience in the formulation of environmental and public health policy, Kulikowski will consult with Langan clients, which include agencies and developers in Manhattan, Brooklyn, Queens, Staten Island and the Bronx to work through the complexities of CEQR, the process that governs the potential environmental impact of major projects in the city.
“Bob Kulikowski’s leadership, fairness, and expertise have rightfully earned him the respect of the New York City real estate community, and we are honored to have him join our firm,” said George Leventis, Managing Principal, New York Office, Langan. “Bob will lead a special environmental practice that complements Langan’s integrated land development engineering services, and will undoubtedly bring great value to our clients while further advancing ongoing redevelopment in and around the five boroughs.”
“Throughout my career in public service, I have always been impressed by the technical excellence, innovation, and professionalism of Langan,” said Kulikowski. “Therefore, I am thrilled to lead a Langan practice group that will help governmental agencies and developers work amicably to plan and complete real estate projects that revitalize neighborhoods and stimulate economic prosperity in New York.”
Prior to heading the Mayor’s Office of Environmental Coordination, Kulikowski was Director of Budget and Senior Environmental Policy Analyst at the Office of the Manhattan Borough President. He has also served on the Board of Directors of the National Brownfield Association, and was the Director of the Bureau of Radiological Health at the NYC Department of Health. Prior to these posts, he was a consultant to the U.S. Nuclear Regulatory Commission and a medical school faculty member and researcher. Kulikowski holds a Ph.D. in biology from the State University of New York, Albany.
