2 New Members to Serve on Port Authority City Council Must Approve the Appointees, Who Are Both Leaders in Transportation.
By TIMOTHY J. GIBBONS
Two new members are joining the Jacksonville Port Authority, the largest change at one time since the authority was established in 2001.
Marilyn McAfee and Thomas Jones Jr. are stepping down, with Mayor John Peyton announcing this week they would be replaced by Dave Kulik and Andrew Fogarty, local leaders in the transportation industry.
Kulik is the vice chairman of Ceva Group Plc., the Dutch company whose Ceva Logistics subsidiary has its North American headquarters in Jacksonville.
Kulik has been with the company, which recently changed its name from TNT Logistics, for decades, serving as chief executive officer until last month.
At different times in the 1980s, Fogarty was secretary of transportation for Virginia – focusing on the ports of Hampton Roads – and in 1989 joined CSX Corp. For several years he served as chief financial officer and senior vice president of finance and planning for Sea-Land, a container shipping and port terminal operation then owned by the railroad. He now serves as a strategic counselor to the CSX chairman.
Both appointments need to be approved by City Council before they go into effect.
Those appointments come on the heels of Buck Fowler being named to the board to replace Marty Fiorentino Jr., who was the only board member to step down before his term expired from the group appointed when the Jacksonville Aviation Authority and the Port Authority were split apart six years ago.
One gubernatorial appointment – to replace Jerry Davis – is yet to be made.
The City Council is also voting on Chester Aikens, whom the mayor has nominated to replace Jacksonville Aviation Authority board member Charles Spencer. Spencer has been on that board since 2001.
The terms of Aviation Authority gubernatorial appointees Jack Demetree and John Falconetti also expired at the end of September, but both men are eligible to be appointed for a second term. timothy.gibbons@jacksonville.com (904) 359-4103
