The bill would also cut $13.5 billion in tax breaks for the five largest U.S. oil companies. The money would instead be used for tax incentives for renewable energy development, including biodiesel and cellulosic ethanol. Experts predict that if Congress passes the bill, President Bush will likely veto it.
