The project, being constructed next to the U.S. Magnesium plant in North Skull Valley, Utah, is owned by ATI Titanium LLC, a subsidiary of Allegheny Technologies Incorporated (NYSE:ATI) (Pittsburgh, Pennsylvania). Construction began last spring, and the number of craftsmen reached about 100 before the slowdown.
