Chinese Localities Urged to Strengthen Management of Power Consumption

Beijing, 8 Feb (Xinhua) - The State Council's emergency command centre for coal, electricity, fuel, and transportation and disaster relief said on 8 February that many localities have conscientiously carried out the urgent circular of the State Council regarding strengthening electric power management on the demand side and the use of power in an orderly way. Many localities also have carried out the specific arrangements made by the headquarters of ensuring the supply of coal, electricity, fuel, and transportation under the State Council's emergency command centre for coal, electricity, fuel, and transportation and disaster relief. On the basis of their previous work, they have made more efforts to carry out the plans for orderly power consumption to ensure orderly supply of electric power.

It has been learned that most of the provinces have strictly carried out a policy by which a power plant should generate more power if it has more coal reserve. Sichuan Province has used coal reserves of its power plants in a balanced manner. It has arranged the power plants which have more than 10 days of coal reserves to generate more power. It has restricted power generation by those power plants which do not have sufficient coal reserve. Jiangsu Province has issued an examining target of coal reserve for all major power plants across the province. Anhui Province has issued an order to assign specific coal mines to supply coal to specific power plants to ensure normal production of electric power in the province.

Many localities have strictly controlled the irrational consumption of power supply. In Yunnan Province, the power supply for all production plants, which are included in the elimination plan, was cut. Shanxi Province has issued an urgent circular to limit the use of electric power by some enterprises with high energy consumption. The power supply for calcium carbide plants and ferroalloy works was cut. In Tibet, cement plants, mines, and other industrial plants have collectively stopped production operation for maintenance and repair to avoid the peak of power consumption. Affected by the snows, Guizhou has stopped the power supply to all enterprises with high energy consumption. In light of the problems caused by a rapid upswing in power load and an increasing gap in power supply, Guangdong Province has formulated an urgent peak load shifting plan for dealing with the power shortage at the levels of eight million kw, 11 million kw, and 15 million kw. Zhejiang Province has applied a peak load shifting plan to each and every plant. According to this plan, each enterprise can only use a certain amount of electric power for its facilities in a set period of time.

Many local government organizations have carried out power conservation activities. A total of 54 government organizations in Beijing city have carried out on-line monitoring of power consumption and heat consumption. They have taken the lead of power conservation by optimizing the use of power. Shanghai city has closed its urban light landscape systems.

All localities also have adopted measures to ensure the power demand of key industrial plants. The power outage areas in Guizhou have actively organized small-scale hydropower stations and diesel generator sets to generate power. They have done all they can to ensure the power consumption of households and major industrial plants. Hunan Province issued an urgent circular regarding ensuring the supply of power and fuel for banks, stock exchanges, features, and other financial organizations. Shanxi Province held a special meeting to arrange the power supply for coal mines. The meeting clearly said that coal mines should not be included in the power conservation plan and that full efforts should be made to ensure the production and supply of coal for the power industry.

A relevant responsible person of the State Council's emergency command centre for coal, electricity, fuel, and transportation and disaster relief said that most of the provinces have carried out the spirit of the State Council's urgent circular. They have adopted the measures by which electric power should be generated in accordance with the amount of coal reserve, the amount of power consumption should be set in accordance with the amount of power generated, power should be used in an orderly manner, and power should be economized. But some provinces have consumed a lot of power during the Spring Festival period in spite of the low level of coal reserve.
