Feb. 16–Stoner Bunting Advertising has hired Rob Starr as Web services manager and Melissa Richebacher as gift card services manager.

Starr, of Lancaster, previously was Internet manager at Fox Chapel Publishing. He is a graduate of Indiana University of Pennsylvania.

Richebacher, also of Lancaster, had been a co-sales manager at The Limited. The Penn State University graduate worked at Stoner Bunting from 2000 to 2005 in account services.

LANCASTER COUNTRY DAY SCHOOL has hired Lesley Finney as director of development.

Finney, of Lancaster, has more than 15 years of experience in fundraising and management, most recently as director of corporate and foundation relations at Elizabethtown College.

She is a graduate of Marietta College.

D&E COMMUNICATIONS has named Hugh G. Courtney chairman of the board, succeeding D. Mark Thomas, who served two years in that role.

Courtney is a business professor at the University of Maryland and a consultant. He joined the D&E board in 2005. Thomas, a managing partner with the law firm of Thomas, Thomas, Armstrong & Niesen in Harrisburg, will continue on the D&E board, which he joined in 1997.

MORTGAGE NETWORK INC. has hired Robert J. Johnson as senior regional vice president for its new Pennsylvania division, MNET Mortgage Corp.

Johnson, of Lititz, will oversee MNET’s wholesale operations center in Pittsburgh and a retail office at 805 Estelle Drive.

Johnson is a Kings College graduate who previously was senior vice president and district manager for First Horizon Loans.

CENTRAL PENNSYLVANIA COLLEGE has promoted Christine Spotts and Brian Shelley at its Lancaster Center.

Spotts has been named Lancaster Center coordinator. The Dover resident was hired in 2006, most recently serving as admissions counselor.

She holds a bachelor’s degree from West Chester University and a master’s degree from Villanova University.

Shelley has been named dean of the Lancaster Center. The York resident also was hired in 2006, most recently serving as director of enrollment.

He holds a bachelor’s degree from Lancaster Bible College, a master’s degree from Moody Graduate School and a doctorate from Oxford Graduate School.

RHOADS ENERGY has hired Craig Herr as controller and Krista Simmons as credit manager.

Herr, of Elizabethtown, previously was corporate accounting manager for AllHealth and controller for The SICO Co. He is a Penn State University graduate.

Simmons, of Lititz, previously was a collections specialist for Leffler Energy and a loan officer for J.D. Byrider.

J.C. PENNEY has hired Michelle Gruver as manager of the styling salon in its Park City Center store.

Gruver, of Lancaster, has 20 years of experience, most recently serving as manager and stylist for Beauty Bar. She is a graduate of Lancaster School of Cosmetology and York College.

EPHRATA NATIONAL BANK has hired John W. Risser as vice president and agricultural lender. Risser, of Manheim, previously was agri-business manager for Community Banks. Before that, he worked in agri-lending with M&T Bank and Commonwealth National Bank.

Risser is a graduate of Kansas State University.
