The Governor's Energy Office (GEO) has issued a Request for Proposals (RFP) to solicit proposals for a third party administrator for the Colorado Carbon Fund, a voluntary carbon offset program, to support new energy efficiency, renewable energy and greenhouse gas mitigation projects in the state of Colorado. GEO is seeking bids from companies with detailed knowledge of carbon offsets and experience in developing and managing similar programs.

The Colorado Carbon Fund is designed to:

Provide a mechanism to support Colorado's climate change mitigation objectives

Develop a funding source for energy efficiency, renewable energy and greenhouse gas mitigation projects in the state of Colorado

Direct revenue to Colorado-based projects from carbon offset sales to corporate, government and individual consumers

Leverage community-based and private sector program dollars to increase the number of energy efficiency, renewable energy and greenhouse gas mitigation projects throughout the state. GEO will implement this program in partnership with local governments and community-based organizations

The RFP was issued by the State Purchasing Office and more information can be found at the Colorado BIDS website where you will find all current bidding opportunities including this RFP: https://www.gssa.state.co.us/vensols. Vendors must register with the State of Colorado BIDS System to obtain the RFP specifications and be eligible for award. The proposals are due to the State Purchasing Office by March 17, 2008.
