Key revenue drivers include the growth in data and content services whilst broadband revenues are being driven by subscriber numbers and price increases. Nevertheless, wireless penetration remains amongst the lowest in the OECD. Similarly, although Canada had the second highest OECD broadband penetration in 2001, by 2006 it had fallen to ninth place. These score cards were the precursors to deregulation of some markets in 2007. Further regulatory reforms are anticipated for 2008/09. In addition, pro-competitive auction rules for the Advanced Wireless Services spectrum auction in May 2008 should bring a welcome injection of competition into the wireless sector.
