Tougher Rules Out for New Oil Sands Plants, Coal-Fired Power Plants

OTTAWA - The federal government is laying out new rules that would force new oil-sands plants to capture and store carbon and would ban the building of dirty, coal-fired power plants.

The bans would be effective as of 2012.

They set out emission reduction targets for various industry sectors, detail how a previously announced carbon-trading system will work and outline how companies that have already reduced emissions can get credits for that.

The government says the regulations will help Canada hit a target of a 20 per cent reduction in greenhouse-gas emissions by 2020.

The full text of the proposed regulations are to be published in the Canada Gazette later this year and will be finalized next year, coming into force Jan. 1, 2010.

Environment Minister John Baird says the regulations are the product of wide consultations with industry, environmentalists and other interested parties.
