Constellation Energy Group Inc., of Baltimore, the biggest U.S. marketer of power, and Entergy Corp., of New Orleans, the second- largest operator of U.S. nuclear plants, agreed to settle charges of violating natural-gas shipping rules, the Federal Energy Regulatory Commission said. Constellation agreed to pay about $6.9 million –a $5 million fine and $1.9 million in profits — plus interest. Entergy agreed to pay $400,000, according to regulators. Both companies self-reported the violations early in 2007, the commission said. The companies were accused of not following rules that govern how capacity on gas pipelines is made available.
