Strickland Steps Down As EMA Chief

Jun. 21–The director of the Glynn County Emergency Management Agency has resigned his position to avoid any potential complications with his campaign for a county commission post.

Capt. Richard Strickland tendered his resignation Friday.

He is in a three-man Republican contest for the At-Large County Commission post that will be vacated by commissioner Cap Fendig, who is retiring at the end of this year.

“I didn’t want to have any appearance of impropriety or a conflict of interest with the Hatch Act, which is the federal law that prohibits federal employees and certain state and local employees from running for a political office in a partisan election when they receive federal grants or funds,” Strickland said Friday.

Strickland said he will remain a captain with the Glynn County Police Department as an assistant training coordinator until his retirement in December 2008.

His retirement would coincide with the time he would take office if he wins the July 15 Republican primary.

County ordinance does not prohibit employees from running for office. It does, however, prohibit men and women from soliciting campaign contributions as long as they are in the employ of county government.

Other candidates seeking the at-large county commission post are Bob Coleman of Brunswick and Jerry Wilcoxon of St. Simons Island.

Strickland, declining to say what the salary is for the director position, said the agency receives funding from the Georgia Emergency Management Agency each year.

Glynn County Police Chief Matt Doering will serve as the interim EMA director until a successor is appointed.
