Drug Producers Often Local

Barrister Jonathan Dee said there had been an explosion in the last three years of Vietnamese people producing cannabis in this country, but he did not believe that Hoa Ly fell into the classic scenario.

He said Ly, who came over from Vietnam and was now a British national, had spent the majority of his time here working legitimately.

Steve Holme, head of Derbyshire police's Drug Market Project, said this "explosion" of Vietnamese growers had not hit Derbyshire, with the majority of those caught producing it in the county being from the region. The former police officer said: "We've had some Vietnamese operations but the majority are local organised crime groups."

Mr Holme said cannabis production had increased in sophistication over the years since the early 90s, but the quality of the cannabis had not improved dramatically.
