Bike Path Will Stretch Along C.R. 21

Jul. 29–A bicycle/pedestrian path is scheduled to be built near Goshen Middle School.

The Goshen Board of Public Works and Safety opened bids Monday for an approximately one-mile section of a path along the west side of C.R. 21 between Clover Trails subdivisoion and C.R. 36. C.R. 21 becomes Indiana Avenue in Goshen, which extends past the middle school.

Bids were received from Greenfield Construction, Goshen, in the amount of $29,779.00; McKibbin Brothers Inc., Goshen, in the amount of $38,378.40; Yaw Construction, Goshen, in the amount of $38,894.30; Beer & Slabaugh inc., Nappanee, in the amount of $43,773.00; and Niblock Excavating, Goshen, in the amount of $46,972.00. The bids were forwarded to the engineering department for review.

A bid from Niblock Excavating for the reconstruction of Crescent Street was approved. Niblock’s bid of $545,819.00 was the lowest received .

The bidding process for the Fifth Street and library parking lot projects was opened. Although the projects are paired together for bids, city funds will be used only for the Fifth Street changes. The library will pay for all construction related to its parking lot.

The board approved two resolutions regarding the recent sewer installation.

The first finalizes payment to Niblock Excavating in the amount of $36,515.00 for directional drilling services. Due to the location of sewer lines — underneath the taxiway and runway — and the depth they were installed at, directional drilling was deemed more cost effective than trenching.

The second resolution approved a change in the cost of the project. Costs saved through materials found not to be required and incurred through other necessary extra materials increased the total cost by $1,440.70, a 4.65 percent jump.

An agreement with Wightman Petrie Inc., South Bend, was approved for a cost estimation of the proposed South Link Road Corridor between S.R. 15 and C.R. 27. Cost of the service is not to exceed $3,500.

The board also approved an agreement with Symbiont Science Engineering and Construction Inc. to conduct a headworks analysis to evaluate the current local effluent limitations for a required report to the Environmental Protection Agency.

Effluent is water flow from natural or man-made structures, generally relating to pollution from sewage treatment facilityies or industrial wastewater discharge.

An audit of Goshen’s wastewater treatment plant was completed in 2004, and the report was requested to ensure allowable effluent numbers in current ordinances are correct and appropriate. Any necessary changes to the ordinance or water system will be completed based on results of the report.

The promotion of probationary Pvt. Courtney Snyder of the Goshen Fire Department to private first class was approved, effective Aug. 3.

The closure of Cross Street between Crescent and North Eighth Streets for a Crescent Street Neighborhood block party Aug. 7 between 4 and 8:30 p.m. was approved. The event will run from 5:30 to 7:30 p.m.
