The Ukraine Food Drink Report Provides Independent Forecasts And Competitive Intelligence On Ukraine's Food And Drink Industry

Even as Ukraine's formal accession to the World Trade Organisation (WTO) took place in May - the ultimate result of impressive but all too rare cooperation between the country's president, government and Rada (parliament) in late 2007 and late 2008 - a new crisis loomed for the food and beverage industry and the wider economy. Inflation surged in April, reaching a stunning (by recent standards) 30.2%, with food prices jumping 47%. Rising food as well as fuel costs, as well as tightening of monetary policy to contain inflation, could dent consumer spending and squeeze margins for food producers. Over the longer term, however, the most deleterious result could be a raft of populist but deeply distorting regulations that would undo many of the potential gains offered by WTO membership.
As food price inflation became something of a global panic during Q208, Ukraine's media and political elite seem particularly preoccupied by the issue. Prime Minister Yulia Tymoshenko swung into populist mood as prices surged, backing legislation that would impose caps on the retail prices of consumer goods, limiting mark-ups to 15% on certain 'socially significant' goods. The bill was passed by the Rada in mid-May but was then promptly vetoed by President Viktor Yushchenko. In addition, Tymoshenko said in April that she had agreed 10% mark-up limits with the heads of leading supermarket groups. She also indicated the country would not export essential food products, even as a ban on wheat exports appeared to be lifted in April.
