Although the global financial crisis broke out, enthusiasm about investment in wind power seems unaffected. As the global energy and environmental problems become increasingly serious, especially the obvious threat of global warming, wind power has witnessed a rapid growth with a global installed capacity exceeding 100 million kilowatts. The governments of various countries have taken the development of this new energy sector as a vital measure to address the financial crisis.
Currently, the installed capacity of wind power has exceeded 10 million kilowatts in China, but all of them are onshore wind power. Compared with onshore wind power, China has a richer offshore wind power source. Moreover, China is adjacent to southeastern developed areas, which are lacking conventional energy. The offshore wind power does not require any land, nor does it produce much impact on the environment. Shanghai East Ocean Offshore Wind Farm, the first large-scale offshore wind power project of China, has entered the prototype installation phase.
