Department of Transportation Improves Hazardous Materials Tracking with Oracle(R) Business Intelligence Suite Enterprise Edition

Easy-to-use Platform Unifies Data from Various Department of Transportation and Department of Homeland Security Agencies

• U.S. Department of Transportation (DOT) deployed Oracle(R) Business Intelligence Suite Enterprise Edition (Oracle BI Suite EE) to support its Web portal for tracking intelligence on the movement of hazardous materials (HAZMAT) – integrating data from several agencies within DOT and the U.S. Coast Guard (USCG) into a single online database. The organization is also using Oracle Public Sector Case Management Analytics and Oracle Service Analytics as well as Oracle Database.
• Oracle BI Suite EE supports DOT’s Hazardous Intelligence Portal (HIP), which is under the management of the Pipeline and Hazardous Materials Safety Administration (PHMSA) and brings together information from the Federal Aviation Administration (FAA), the Federal Railroad Administration (FRA) and the Federal Motor Carrier Safety Administration (FMCSA) at DOT, as well as the U.S. Department of Homeland Security (DHS). With the Oracle platform, DOT was able to combine 26 data sources into a common system that allows officials to view the most up-to-date information on what is being transported, by whom and whether incidents have occurred. Users can examine information on an estimated 500,000 HAZMAT carriers, manufacturers and shippers. In addition, the Oracle solution’s easy-to-read dashboards enable DOT to more quickly present information and prioritize resources.
• Ultimately the HIP allows users from multiple modes of transportation (air, railroad, motor carrier and waterways) to have a holistic view of activities and the first 360-degree view of transportation companies across the agencies. DOT’s goal is to prevent serious incidents and better allocate scarce federal resources to problem areas to mitigate risk.
• In the future, DOT hopes to integrate additional data sources from other agencies under the DHS, as well as the Environmental Protection Agency (EPA). Additionally, the organization is working to tie in Geospatial Information Systems (GIS) data, improve data governance and expand the PHMSA profile. GIS will enable DOT to display an excellent visual representation of its inspection, registration, incident, penalty and other HAZMAT location data. The agency can use these baselines for complex analysis and modeling including managing scarce resources, creating ranking models with “what-if” capabilities and ultimately saving costs, time and lives. DOT worked with Guident Technologies on the implementation.
