According to Section 203.01 of the New York Stock Exchange Listed Company Manual, the NYSE no longer requires listed companies to physically distribute an annual report to shareholders.
The Company has posted its 2008 Annual Report on its website, which can be
accessed electronically at http://www.hpi.com.cn . The Form 20-F can be
accessed electronically at http://www.sec.gov . Upon request and free of
charge, the Company will also deliver within a reasonable time a hard copy of
its 2008 Annual Report, including its complete audited financial statements.

Huaneng Power International, Inc. wholly owns 17 operating power plants,
and has controlling interests in 13 operating power companies and minority
interests in 5 operating power companies in the PRC. The Company's power
plants are extensively located in 12 provinces and 2 provincial-level
