New York’s Transportation Committee to Hold Public Hearing on Intro-624 on Thursday, October 8 at 10:00 am at City Hall
NEW YORK, Oct. 6 /PRNewswire/ — On Thursday, Oct. 8 at 10:00 am in Council Chambers at City Hall, the Transportation Committee will hold a public hearing on Intro-624, the vicarious liability bill, sponsored by Councilmen Lappin, Gerson, Liu, Mendez, Martinez, Koppell, Garodnick, Brewer, Fidler, Gentile, James, Nelson, Seabrook, Weprin and Vallone, Jr. This bill states that a business owner is financially responsible for the moving violations of its employees, among other things. Citizens concerned about bicycle delivery agents and messengers with regard to rogue riding, a bicyclist’s disregard for existing laws, as well as the Police Department’s lack of enforcement of the laws, are strongly encouraged to attend this hearing.
On Tuesday, April 28, Stuart Gruskin, a successful Vice-President of Valuation Research, was struck by a food delivery agent going the wrong way down the street. He later died of massive brain injuries at Weill-Cornell on Friday, May 1. In early May, a study was released by Professor Peter Tuckel entitled, “Biking Behavior in Mid-Manhattan” which confirms that “a large number of cyclists routinely disobey many traffic laws.” The study specifically points out that a full 40% of delivery agents run red lights and 17% ride against the flow of traffic. There were many other infractions cited such as lack of helmet use and lack of proper business identification, as well.
Citizens are strongly encouraged to attend this hearing to give testimony about the state of bicycle delivery agents in Manhattan and how the people of the city can be better protected.
