Changzhou Establishes New Energy Vehicles Industrial Park

CHANGZHOU, China, May 27 /PRNewswire-Asia/ — Changzhou National Hi-Tech
District (CND) announced that it is building a new energy vehicles-themed
industrial park, which is scheduled to become a research and development (R&D)
and production base for pure electric passenger cars, low-speed micro-pure
electric vehicles, power battery series and related industrial chains by 2012,
with an annual production capacity of 100,000 completely new energy vehicles
and parts.

The new energy vehicles-themed industrial park, fully funded by the
Changzhou National Hi-Tech District, is an important R&D and industrialization
base for national energy-saving and new energy vehicles. The park will be
composed of one base (an industrialization base), two functional areas (a
technological R&D area and a living area) and three platforms (a public
technological services platform, a public management services platform and a
logistics services platform). At present, the park has attracted two major
complete vehicle companies, Changzhou Huanghai Automobile Co., Ltd and
Changzhou Haojue Suzuki Motorcycle Co., Ltd., to establish presences. The pure
electric luxury passenger cars of Changzhou Huanghai Automobile Co., Ltd have
already rolled off the production line and the company is planning to create a
production base for hybrid and pure electric large- and medium-sized passenger
vehicles at the park.

Changzhou, located in southern Jiangsu Province, has significant
competitive advantages in terms of manufacturing. The city is home to a large
number of manufacturers of automobile and motorcycle parts and components, as
well as complete vehicles, including Magna Powertrain (Changzhou) Co., Ltd.,
Sino-Japanese Mitsubishi Electric Shihlin Automotive Changzhou Co., Ltd.,
Sino-American Visteon TYC Auto Lamps Co., Ltd., Denso, Changzhou Dongfeng
Automobile Co., Ltd., Kwang Yang Motor, A123 Systems (China) Materials Co.,
Ltd. and Changzhou Senstar Auto Conditioner Co., Ltd. The city’s complete
industry chain, spanning the design and manufacturing of vehicle bodies,
development of automotive electronic fuel injection systems and diesel
turbochargers to material molding, as well as lithium-ion batteries for
electric vehicles and hybrids, lays a solid foundation for the construction of
this industrial park for alternative energy vehicles. Changzhou is situated in
the center of China’s most developed Yangtze River Delta region, which is also
the country’s most dynamic region in terms of vehicle demand.

The CND has established a working group consisting of representatives from
responsible government agencies and major companies, which will be responsible
for the overall planning of the industrial park, facilitation of key projects,
development of supporting policies, as well as demonstration and promotion of
alternative energy vehicles. Leveraging the Chinese government’s policies
specifically designed for the demonstration and promotion of fuel-efficient,
alternative energy vehicles, the industrial park will encourage companies to
develop large- and medium-sized hybrid and pure electric passenger vehicles by
utilizing Chinese intellectual property rights, while pioneering in the
launching of hybrid bus pilot projects. The infrastructure construction,
including the management and service center, is currently underway in the
industrial park. In addition, the industrial park will enhance the quality of
its services and help companies reduce their overall operating costs by
introducing a wide range of support service providers, taking a leading role
through resource integration.
