Energy Solutions International to Host 49CFR Compliance Seminar in Houston 20th May 2011

HOUSTON, May 9, 2011 /PRNewswire/ — Energy Solutions International, Inc. (ESI), a world-leading supplier of supply chain logistics and leak detection software solutions for oil and gas pipelines, announced that it is holding a seminar on the 20th of May in the Petroleum Club of Houston to discuss the impact of 49CFR parts 192 and 195.

This free to attend seminar will discuss approaches to compliance and will showcase solutions to the fast approaching deadlines for the new rulings from the Department of Transportation (DOT). The DOTs Pipeline and Hazardous Materials Safety Administration (PHMSA) is requiring that pipeline operators define compliance procedures for the new rulings by August of 2011 and implement them by February of 2013.

Specifically with respect to training, each operator must establish a training program and review that program at intervals not to exceed 15 months. The program must provide for training each controller to carry out the roles and responsibilities and must include the following elements:


          Responding to abnormal operating conditions likely to occur
    (1)   simultaneously or in sequence;
          Use of a computerized simulator or non-computerized (tabletop)
          method for training controllers to recognize abnormal operating
    (2)   conditions;
          Training controllers on their responsibilities for communication
    (3)   under the operator's emergency response procedures;
          Training that will provide a controller a working knowledge of the
          pipeline system, especially during the development of abnormal
    (4)   operating conditions; and
          For pipeline operating setups that are periodically, but
          infrequently used, providing an opportunity for controllers to
    (5)   review relevant procedures in advance of their application.

Using the ESI training simulator, companies can run training programs on their pipeline infrastructure that truly reflects the real life operations that the controllers must manage each day. Energy Solutions training program enables pipeline companies to comply with the training requirements of the new rulings. To ensure that these training programs are as complete as possible ESI have worked with SCADA vendors such as Invensys to integrate the data flow and information exchange.

The seminar on the 20th of May will feature presentations from former Conoco Pipe Line Company, President and leading industry consultant; Tom Miesner, and from ESI and Invensys.
