Lyons to Regulate Portable Storage Containers

Apr. 10–Lyons Borough Council has adopted an ordinance to regulate portable storage containers in town.
“We don’t want them all over the streets,” Councilman Stephan M. Haring said.
Among other things, the measure sets a maximum of 15 days between the time a storage pod is dropped off and removed, he said.
Mayor Randy L. Schlegel said the units, usually 8 feet by 12 feet and about 7 feet high, can end up as backyard sheds.
Even old truck trailers, minus their wheels, are used for storage and he doesn’t want to see that happen in the borough, he said.
“We want to head this off before it becomes a problem,” Schlegel said last week.
The board also voted 5-0 to adopt a $52 emergency-services tax that is expected to generate nearly $14,000 for the 499-resident borough.
“Our budgets sometimes go down to the penny,” Council President Lynn G. DeTurk said, noting that the money will help to pay for police, fire, and emergency services and for street maintenance.
DeTurk said that, unlike many Berks municipalities, Lyons did not have a $10 occupational privilege tax for the new levy to replace.
East Penn Manufacturing Co. Inc., the battery maker which has two large buildings in Lyons that include offices, has been paying its taxes to Richmond Township, he said.
East Penn is the county’s No. 2 employer with more than 4,100 on its payrolls.
Council heard Brandy C. Woodard of Kutztown discuss the planned opening on May 1 of The Yoga & Dance Studio at 201 S. Kemp St., a converted old church.
Woodard, who is an adjunct professor at Kutztown University where she teaches Yodates, her own form of yoga, dance and the Pilates method of exercise, said the studio’s offerings will include an after-school program for youngsters.
DeTurk said some parking and access issues still may need to be resolved.
