East End Industry Wanted: Economic Development Leaders Hope the Site Will Lure Business, Industry and Jobs.

May 6--NEWPORT NEWS -- Newport News economic development officials are looking for someone to develop a small industrial and business park in the East End.
The project is aimed at stimulating job growth in a new industrial park that city leaders have spent years cobbling together through separate land purchases. Now the Newport News Industrial Development Authority has put out a request for developers to bring the city proposals on how the 14.4-acre site - between 29th and 33rd streets, and Terminal and Jefferson avenues - should be developed.
The IDA wants project ideas that would bring strong job opportunities for workers who live in the East End and could even walk to work, said Florence Kingston, the city's director of development. When the city first started buying the land, the idea was to create something like Oakland Industrial Park on a smaller scale, where individual companies would buy plots over time and develop them individually, Kingston said.
Now, the city is also open to the idea of a single company developing the whole site, but still targeting a mix of small to medium manufacturers, industrial service firms, machine shops and the like. The site is also within a zone that gives businesses an advantage in landing federal contracts.
"We're kind of leaving the option open," Kingston said. "The site is for smaller businesses that would draw from people within the community."
Over several years, the city has put about $2.9 million toward acquiring land for the project, according to the IDA's request for proposals. The request also says the city expects a developer to "adequately," but necessarily fully, compensate the city for the land.
