Milwaukie Greenlights TriMet Lot Plan

May 24--MILWAUKIE -- TriMet will be allowed to create a 329-space park-and-ride on the former Southgate Theater site off Main Street near Milport Road.

City councilors voted unanimously last week to uphold planning commission approval of the lot. North Main Street industrial leaders and distributors had appealed the decision, claiming the parking lot would increase traffic and disrupt their operations.

Some critics contend TriMet is trying to pave the way for the development of a transit center and light-rail station at the site. Others say TriMet has not done an in-depth traffic analysis of the site.

Steve Abel, an attorney representing TriMet, said traffic studies indicate Milport and Main will more than adequately accommodate traffic in and out of the 4.4-acre lot.

TriMet used the Southgate site as an unofficial park-and-ride for nearly 30 years under an agreement with the original theater owners. That agreement ended after the theater closed in 2000. The original parking lot, which has 381 parking spaces, is being reduced to 329 spaces to allow more landscaping.

TriMet, which bought the building and surrounding property three years ago for more than $2 million, plans to demolish the 34-year-old fourplex theater this summer and redevelop the site at a cost of $2.1 million.

Attorney Mark Whitlow, representing the north Main Street business leaders, said it is too early to know whether the group will appeal the city's decision to the state Land Use Board of Appeals.
