W-B Council Outlines Violations, Fines for Bicentennial Celebration: Alcohol, Bottles and Cans, Hard-Sided Coolers Are Banned During Kirby Park Festivities.

Jun. 16--WILKES-BARRE -- Council convened for less than 10 minutes during a special session on Thursday to unanimously approve an ordinance outlining violations and resulting fines for the bicentennial celebration.
Banned from Kirby Park are alcohol and bottles and cans containing any type of drink.
On July 3, no coolers will be allowed in Kirby Park except for soft-sided coolers measuring no larger than 12 inches by 12 inches. Soft coolers are OK for food or nonalcoholic liquids, but they're liable to be searched.
The Beach Boys will give a free concert at 4 p.m. July 3. Fireworks are scheduled for July 4.
"If they (the police) see something they don't like in there, they dump it out," explained council chairman Tony Thomas.
Those who wish to drink must purchase a wristband and acquire a container approved by the city or Celebrate Wilkes-Barre Inc., a corporation set up to run the event.
Violators will be charged with a summary offense and fined no more than $300.
The ordinance will go into effect on June 29 and end on July 15.
