CH2M HILL Celebrates Safety Milestone for Xcel Energy High Bridge Project

ST. PAUL, Minn., Oct. 23 /PRNewswire/ -- CH2M HILL will recognize its 130 craft personnel and subcontractors with a luncheon celebration Tuesday, Oct. 24, at the High Bridge power plant construction site. The celebration is in recognition of 180,000 safe staff work hours without an incident since construction began in February. Scott Brener, Commissioner of Minnesota Department of Industry and Labor, is expected to attend. The project site will have up to 200 craft labor and subcontractors on site by Dec. 2006, according to Don Hardison, site construction manager, CH2M HILL.

The High Bridge plant in St. Paul, which now uses coal to generate electricity, is being converted to a natural gas-powered facility. The project includes construction of a new building on the existing site and installation of a combined cycle unit, two combustion turbines, two heat recovery steam generators and a new steam turbine. The new facility is part of Xcel Energy's Metro Emissions Reduction Project (MERP), with the facility expected to be essentially complete by Dec. 2007, and commercially operational in April 2008.

"We expect that in cooperation with the Occupational Safety and Health Administration (OSHA), we will be a candidate for a Voluntary Protection Program (VPP) Star Award this year," said Roy Snover, project director, CH2M HILL. A final OSHA compliance visit is scheduled for Nov. 2, and could lead to the High Bridge plant receiving Minnesota's first construction site VPP Star Award for a power generating facility, according to Paul Conner, site safety director, CH2M HILL.

"The High Bridge capital project is an important aspect of Xcel Energy's metro emissions reduction initiative," said David Wilks, president of Xcel Energy Supply. "The project will increase our St. Paul plant's generating capacity by nearly 300 megawatts while reducing air emissions -- sulfur dioxides, nitrogen oxides and particulates -- by more than 90 percent," he said.

LG Constructors, a subsidiary of CH2M HILL, is the engineer-procurement-construction (EPC) contractor for this project. Engineering commenced in Oct. 2005 and the first piles were driven into the ground in February 2006.

CH2M HILL has previously been recognized by Power Engineering magazine as the EPC contractor responsible for a "Power Plant of the Year," for the Pinnacle West Energy's Silverhawk Power Station in Las Vegas.
