Finnish electricity generator Fortum has announced that its Russian subsidiary TGC-10 has broken ground on the new Nyaganskaya combined-cycle power plant near Nyagan, a town situated in the gas and oil producing region in the Khanty-Mansisk Autonomous Region in western Siberia, Russia.
