It All Began With the Warnock Report

The modern structure of special educational needs provision began in 1978 with the Warnock Report, which sought to change thinking about the education of children with special needs and the concept of 'inclusion' was created.
The report, created by Baroness Warnock, was followed in 1981 by the Education Act which radically changed the conceptualisation of special educational needs.
It introduced the idea of 'inclusion' based on common educational goals for all children regardless of their abilities or disabilities.
The thinking was to keep children in mainstream schools but with extra support.
But, in evidence to the select committee, Baroness Warnock has done a U-turn on the strategy, saying it hasn't worked in the way she thought it would.
