Sheerer Turns In Teaching Certificate

Todd Sheerer has relinquished his right to teach in Pennsylvania. Charged with having an alleged two-year sexual relationship with a female student, the former Warwick High School band director and music teacher has surrendered his teaching certificate to the Pennsylvania Department of Education.

Also included on a list of recent discipline actions published by the state Department of Education are those involving a former Manheim Central School District official and a former substitute teacher from Lancaster-Lebanon Intermediate Unit 13.

School officials from Warwick and Manheim Central could not be reached for comment this morning.

Sheerer is in Lancaster County Prison waiting trial on five counts of corruption of minors for his alleged relationship with the female student.

At some point, Sheerer could apply to regain his certification, state Department of Education spokesman Michael Race said.

But, Race said, This is on his record permanently and would be taken into account.

And the state Department of Education has no say over the hiring policies or background checks for other states.

The certificate for Troy Krall, who served for two years as the dean of students at Manheim Central High School, has been suspended retroactively from Feb. 29 to June 30.

The state Department of Education took that action on May 17.

Krall’s certificate was suspended for having a sexual relationship with two Manheim Central District employees including one who was a subordinate, according to the state Department of Education.

In the course of his actions, Krall violated the school district’s policy on the use of technology, according to the department.

On Jan. 10, Krall, who lives in the Lebanon School District, resigned from Manheim Central for personal reasons. His secretary, Kim Barto, resigned the same day.

At a public meeting Jan. 29, the board unanimously accepted both resignations after an executive session.

But the school board was forced to fire Krall in late February after he rescinded his resignation.

The board cited the reasons behind his termination as immorality, willful neglect of duties and persistent and willful failure to comply with school laws of this Commonwealth, as defined by the Pennsylvania Public School Code, according to a printed district statement.

Krall previously served as dean of students at the middle school and had been employed as a teacher in School District of Lancaster, as well as in Norristown, Philadelphia, West Shore and Northern Lebanon school districts.

He also served as boys basketball coach at Manheim Central High School until he resigned in 2006 due to health and family reasons.

Michael T. Henderson, a former substitute teacher for Lancaster- Lebanon Intermediate Unit 13, has surrendered his emergency teaching certificate in lieu of facing discipline.

The state took official action against Henderson on June 16.

While employed with the IU, Henderson engaged in inappropriate communication with students, according to the state Department of Education.

The communication between Henderson and students did not take place at school or while Henderson was teaching, IU-13 spokeswoman Aimee Graybeal said.

She said she was not able to provide any further details.
