Nations, States Try to Define "Highly Qualified" Teachers Here's a Quick Look at Teacher Quality Law

Under federal law, teachers must show they are highly qualified by the end of the 2005-06 school year. Teachers not new to the profession may prove they are competent in each subject they teach by meeting a standard set by their state. The law says those standards must:

Cover both grade-appropriate subject matter knowledge and teaching skills.

Be aligned with challenging state academic content and student achievement standards.

Provide objective, coherent information about the teacher's core content knowledge.

Be applied uniformly to all teachers in the same subject and grade throughout the state.

Take into consideration, but not be primarily based on, how long a teacher has taught.

Be made available to the public upon request.

Have the option of including multiple, objective measures of teacher competency.
