Pa.-Owned Universities Offer Tuition Deal to State

Oct. 28--The 107,000 students attending Pennsylvania's 14 state-owned universities would see their tuition increase by 3.1 percent next fall, provided the state raises its support by 6 percent, leaders said yesterday.
The State System of Higher Education's board of governors, meeting in Harrisburg, approved an appropriation request for the 2006-07 fiscal year totalling $472 million, up $26.7 million, or 6 percent.
If approved, the 3.1 percent tuition increase would raise the base yearly in-state rate by $152 across the system, which includes California, Clarion, Edinboro, Indiana and Slippery Rock universities in Western Pennsylvania. Currently, the base rate is $4,906.
"We understand the economic situation that the state's in, so we wanted to make a request that was reasonable but would also meet our needs," said State System spokesman Kenn Marshall.
The board also increased Chancellor Judy Hample's salary by 3 percent, or $9,178, to $315,113. The board also extended campus presidential contracts across the system,
The contract extensions run through June 30, 2008, and were granted to: Jessica S. Kozloff, Bloomsburg; Angelo Armenti Jr., California; Joseph P. Grunenwald, Clarion; Robert J. Dillman, East Stroudsburg; Tony Atwater, Indiana; F. Javier Cevallos, Kutztown; Keith T. Miller, Lock Haven; Francine G. McNairy, Millersville; Robert M. Smith, Slippery Rock; and Madeleine Wing Adler, West Chester.
Frank G. Pogue, president of Edinboro, is retiring in June 2007 and was not considered for an extension. Cheyney, Mansfield and Shippensburg universities have interim presidents.
The board also announced that enrollment has reached a record 107,251 students.
