Eight Apply for Vacant School Board Seat

The assistant principal of a Henrico County high school and the host of an education radio show are among eight applicants to fill the vacant Richmond School Board seat.
Stephen B. Johnson resigned from his 5th District seat this month after he was caught with marijuana joints at the Richmond airport while en route to a conference. Johnson, who was not charged, said the drugs were for medicinal purposes.
The board will appoint an interim member to serve the remainder of Johnson's term, which expires in December. Because a general election is already scheduled for November, no special election will be held.
Applications to fill Johnson's seat were due to the School Board clerk yesterday afternoon. The eight applicants come from across the 5th District, a center-city ward that straddles the James River.
Andrew R. Armstrong has been an assistant principal at Varina High School since 2004. He was a Spanish teacher in Henrico and Chesterfield County public schools before becoming an administrator.
Betsy B. Carr is outreach director at St. Paul's Episcopal Church. Her job includes oversight of the Micah Ministry, a partnership between the church and Woodville Elementary School. She also helps coordinate the citywide Micah Initiative, which involves more than 35 faith communities working in 22 elementary schools.
Raymond J. Gargiulo has worked for Richmond public schools for more than three decades in a variety of jobs, including principal and assistant principal at South Richmond elementary schools. In the early 1960s, he taught in West Africa as a Peace Corps volunteer.
Marvin Green is program director of the Central Unit of the Boys and Girls Clubs of Metro Richmond. He has been with the organization since 1997.
Michelle H. Gulick is a voice instructor at Virginia Commonwealth University and a co-director of the university's Opera Theatre. Gulick also teaches at the Governor's School for Humanities and the Visual and Performing Arts, a residential summer program for high school students at the University of Richmond.
John E. Richmond is a former teacher who works for the Virginia Board for People with Disabilities. He is also the volunteer host of Richmond Education Today, a weekly radio show on Richmond Independent Radio, WRIR (97.3 FM).
William Rowan is a senior health data analyst for Health Management Corp. He earned his teaching certification from Virginia Commonwealth University, where he was an instructor in the drama department for about two years.
Charles V. Ware is a pretrial probation officer for Riverside Criminal Justice Agency in Prince George County. He has worked as zoning administrator in both Prince George and the city of Petersburg.
The board plans to vote April 3 on the interim appointment.
