In the final report of the Governor's Commission on Training America's Teachers, one of the four major areas of focus was to study a seamless system of pre-service and in-service teacher education for lifelong learning. The Commission recommended providing additional support to the Online Professional Education Network (OPEN) to allow for further development of job-embedded professional development and for preparation to add certificates in high-need areas. Every Pennsylvania teachers has free access to OPEN for Act 48 programs of study provided by the Pennsylvania Department of Education (PDE).
OPEN is provided through a partnership between the PDE and Learning Sciences International to offer Pennsylvania educators over 20 non-credit Act 48 programs of study at no charge through the website www.ProfessionalEducation.org. Act 48 requires Pennsylvania educators to participate in continuing professional education that relates to their needs and those of their employers; each teacher must complete 180 hours every five years.
"Over 380,000 hours of Act 48 professional education hours have been completed and reported through OPEN from educators across the state - all free of charge to teachers," said Michael Toth, CEO, Learning Sciences International. "The teacher reviews are very high on the quality of the online programs and the fact that what is learned must be applied in the classroom to impact student achievement."
