Fred Starzyk brings nearly 20 years of legislative and political experience both at the federal and state levels, achieving numerous victories for his clients by securing both legislative language in bills and millions of dollars in appropriations. An analytical government relations professional, Starzyk brings an intuitive and innovative approach to lobbying and grassroots advocacy. At APS, Starzyk will specialize in healthcare, energy and environment, transportation, agriculture and homeland security issues to help his clients understand and navigate around the challenges of today’s political environment to achieve their goals.
Andy Garfinkel has been a lobbyist for the past 13 years and former senior congressional aide for more than seven years. Garfinkel has substantial experience representing a variety of interests before the U.S. Congress and federal agencies. His work over the last decade has included identifying, developing and analyzing funding and policy solutions to challenges confronting private and public sector clients. At APS, Garfinkel is responsible for the firm’s strategic policy development, working with the team to identify unique approaches to leverage federal and state resources, such as grants, contracts and tax credits to advance clients’ business development goals.

Garfinkel and Starzyk were both instrumental in advancing several funding objectives for specific programs, and Starzyk had previously secured legislative language in the 2008 Farm Bill.
Within the next few months, APS will look to expand its in-house team. Recognizing the importance of state-based advocacy, APS is currently making arrangements with top state-based government relations groups throughout the country to provide APS’ clients access to these regional teams.
