The paper begins by describing how a Market-Neutral strategy works for pension plans, especially those with funding issues. "Adding Market-Neutral strategies to the mix increases the likelihood of outperforming and reduces the potential for funding shortfalls," write DeRose and Lee. "The benefits of lower volatility from Market-Neutral versus the Large Cap Indices are greater than the sacrifice from lower returns."
The second investor-type the paper addresses is the risk-averse investor, who is concerned with market volatility and price instability. "Extremes of volatility and inflation coincide with periods when market returns and risks may be non-normally distributed," they explain. "Evidence of such asymmetric market behavior supports the case for Market-Neutral strategies versus directional long equity and bond approaches," they continue, noting that "periods of high volatility tend to cluster and are associated with poor equity returns."
