Full Disclosure Network(R) Special Report
WASHINGTON, Nov. 3 /PRNewswire-USNewswire/ -- The Full Disclosure Network(R) is releasing a Special two-minute video report featuring a meeting between Los Angeles City Councilman Bill Rosendahl who stuns ACLU First Amendment advocate and political powerhouse Stanley K. Sheinbaum when he tells him "the Public Access TV Channels are finished in Los Angeles and the issue will not be coming up before the Council again." The Video, recorded on October 29, 2009, is available from www.fulldisclosure.net.
Full Disclosure Network's(R) Host Leslie Dutton conducted the interview and meeting with Sheinbaum and Rosendahl as part of a documentary Series entitled "Saving The Public Channels in America" featuring community and government officials plus public access producers and managers from across the nation.
L A CITY BREAKS PLEDGE TO PROVIDE PUBLIC ACCESS TV
Just last August the entire Los Angeles City Council, the Council Committees, the Mayor and Information Technology Agency unanimously signed off on a budget that proposed to restore public access channels to the City. That proposal was submitted to Rosendahl and City Council members several months ago by Sheinbaum and Dutton who are Founding members of the Public Television Industry Corporation (PTIC) resulting from months organizing public TV supporters.
CITY DIVERTING MILLIONS IN PUBLIC ACCESS CABLE FEES
Currently the city receives $25 million dollars from cable franchise operators plus a yet to be reported amount from telecom giants ATT and Verizon who are now competing for subscribers and required to pay similar fee to the city. A 2007 State Law known as DIVCA mandated State control of public cable and telecom franchises. Included in the legislation however was a provision for an additional 1 percent ($5 million) exclusively reserved for public access facilities, also controlled by the City. The current fiscal crisis has led to speculation and questions regarding where the money will go. Previous lawsuits have forbidden city and state governments from taking legislatively designated funds such as PEG designated funds and using for other purposes, particularly during budget crises.
