Mining Project Approved in Cedar Falls, Iowa

May 18--CEDAR FALLS -- A small sand and topsoil mining operation may soon start digging in northern Cedar Falls.

On Wednesday the Planning and Zoning Commission approved a rezoning request that would allow Craig Ceilley to mine sand and black dirt from an 11-acre sit at the intersection of Independence Avenue and Lincoln Street.

Much of the land around the site is bare ground where houses once stood.

The Federal Emergency Management Agency teamed with the city to buy and demolish many homes in the flood-prone area.

Ceilley told the commission that his project won't add to flooding problems in the area, and could help them slightly because water would fill the mining pit.

He doesn't expect to keep large stockpiles of sand around the site.

"With most floods of concern on the Cedar River, you have five to seven days' advance warning," said Jerry Shoff, an engineer working for Ceilley.

He said with forewarning, they would be able to move heavy equipment out of the floodway and level out any stockpiled material. Ceilley plans the operation to mine on demand, keeping at most a two to three week supply on hand.

Ceilley expects the operation will be short lived. If the construction market remains strong, the mine could operate for only three to five years.

"Right now everything's great, we're selling stuff faster than we can produce it," Ceilley said. He requested a 10-year sunset for mining on the property, in case the market slowed and he needed extra time.
