OSHA sets Dec. 1st, 2013 deadline for HazCom 2012 training on revised Hazard Communication Standard.

With the adoption of the Globally Harmonized System (GHS) by OSHA, employers must train all employees on new OSHA Hazard Communication Standard, HazCom 2012, before the December 1st, 2013 deadline. GHS is a United Nations’ global system for the classification criteria for health, physical and environmental hazards of chemicals. Currently, with every country having different classification standards, there are concerns with chemicals that travel past international borders. The new GHS system is designed to create a universal standard for chemical labeling.

OSHA, the US Department of Labor’s Occupational Safety and Health Administration, is adopting the GHS chemical labeling system to their Hazard Communication Standard (HCS), now revised from HazCom 1994 to HazCom 2012. With the new changes there are new training requirements for all employers in the chemical handling industry. OSHA is setting a December 1st, 2013 deadline for employers to complete training of all employees on HazCom 2012, which includes the new label elements and safety data sheet (SDS) format.

Full compliance with the new HazCom 2012 is not required until December 1st, 2015. Employers failing to comply with the HazCom 2012 training requirements by December 1st, 2013 will be subject to the same OSHA compliance enforcement policy and can receive citations and penalties. Employers are required to ensure training is conducted for all employees, including outside contractors and subcontractors that perform work at their location.
