Nursing Home Can Admit New Patients

SMITHFIELD - The state Health Department yesterday tentatively lifted its ban on new admissions at the Haven Health Center of Greenville.

The decision is contingent on continued efforts by the nursing home to correct problems uncovered by the Health Department in a September inspection, said Raymond Rusin, chief of the department's Office of Facilities Regulation.

"They have made significant progress," Rusin said, describing a consent order signed yesterday as "an amendment to the full ban until we assess them."

Under terms of the agreement, Haven Health Center is allowed to admit up to three new residents per day and re-admit former residents.

It was a routine inspection by the Health Department that led to the sanction in September. The department cited deficiencies in maintaining personal hygiene, providing fluids, guarding against infection, providing pain relief, maintaining the dignity of patients, ensuring food sanitation and preventing and treating bedsores.

Rusin said also that the nursing home's hot water was too hot.

"They have hired an independent consultant on those issues," the health official said. "We have just completed a state monitoring visit today and it indicated that they had addressed most of those immediate issues and are well on they way to full compliance."

Anthony Scierka, senior vice president of Haven Health, said the home has 107 residents but has a capacity of 141.

"We have been working to correct the issues that were identified on the September survey," Scierka said. "The Health Department has been monitoring our progress. Based on the outcome of the most recent monitoring visit today they said we can begin to admit new residents. We expect all of our corrections will be complete by the end of the month and at that point the Health Department will come back to do another inspection."
