Chicago Ordinance Requires Landlords and Tenants to Take Responsibility for Bed Bugs

New Chicago ordinance requires landlords and tenants to share the responsibility when bed bugs are identified. Chicago pest control company – Bird-X, Inc. – comments on the legislation and the costs associated with bed bug infestation, claiming that “the best solution is monitoring and prevention.”

Chicago is cracking down on bed bugs. New legislation out of the 31st, 48th and 50th Chicago Wards will require landlords to exterminate any and all reported bed bug infestations professionally — or face fines. The ordinance also makes tenants responsible for reporting signs of bed bugs immediately and complying with all treatment requests — which often include disposing of furniture, bedding, and more.

In January of 2013, pest control company Orkin reported that it did more bed bug business in Chicago than any other city. The Aldermen responsible for this new ordinance hope it will reduce the spread of bed bug infestations in Chicago.

However, this ordinance will put Chicago landlords and tenants in a financially vulnerable position when it comes to bed bugs. Joe Seid, owner of Chicago-based pest control company Bird-X, Inc. commented, “The new regulations will help to ensure that both property managers and tenants are taking the bed bug problem seriously. But, bed bug eradication is extremely costly and it´s almost impossible to be 100% certain that every single bed bug has been removed or destroyed, so both parties are exposed.”

Seid explains, “Bed bugs are unknowingly transported into homes every day, especially in big cities like Chicago where people share personal space more often. From buses and trains, taxi cabs and crowded elevators, to laundry mats and theater seat cushions — bed bugs can easily hide and hitch a ride into any apartment building. Because bed bug infestation can cost both landlords and tenants thousands of dollars, the best solution is monitoring and prevention. ”
