St Lucia: Premier Says "Silent Revolution" Occurring Within Health Sector

Castries, St Lucia: Prime Minister Dr Kenny Anthony says "a silent revolution" is taking place within St Lucia's health sector, as his administration embarks on a far-reaching programme of health- sector reform.

"These changes are occurring almost unnoticed and without fanfare," he said in his weekly radio broadcast on Tuesday [14 December].

He said the four clearly identifiable pillars of this "silent revolution" include initiatives to introduce universal health care, a plan to change the system of governance of the health sector and an initiative to empower the community and health service workers in the management and delivery of health services.

The prime minister noted that in an attempt to relieve the ever- mounting pressure on secondary-care institutions and to deepen further access to health care, his administration had begun major renovation and expansion of all health centres island-wide.

"We will see the commencement of the construction of two new hospitals in the next year, a new general hospital and a psychiatric hospital," he said.

He thanked China for providing assistance to the island's health system, adding also that the European Union was providing funds to construct a new modern general hospital.

"The construction of a new general hospital will permit the existing Victoria Hospital to be used as the Castries polyclinic, rehabilitation hospital and step-down facility," he said.

Dr Anthony said that the introduction of the universal health- care system is aimed at making healthcare accessible to nationals.

"It will address all aspects of healthcare be it general, mental, emergency, diagnostic, pharmaceutics and overseas care and ensure that the public interest is protected," he said.

He said new rules and regulations would be introduced to protect the public interest and to empower the community and health personnel in the management of the hospital.
