LAO Analysis of Health Reform Proposal Indicates Need for Quality Health Plan Product That Controls Cost
“The recent report by the Legislative Analyst’s office of ABX 1 1 validates that with appropriate cost control mechanisms in place, the healthcare reform goals of affordability, access, prevention and efficiency will be achieved.
“ABX 1 1 provides the right foundation for the only healthcare delivery model that can control costs while ensuring quality care for all Californians. That model is coordinated care — a physician group centered model whereby a patient is not left stranded to navigate his or her own medical care and instead has a physician that is incentivized to work as her healthcare partner to ensure the best care possible.
“As the physician groups in charge of coordinating the healthcare for over half of all Californians, we have designed and submitted to the Governor and legislative leaders a health plan product to support ABX 1 1. This health plan model will ensure meaningful and seamless coverage for all Californians at a price they can afford.
“We cannot afford to wait any longer to repair our broken system. ABX 1 1 is the right approach, right now, for physicians and patients.
“I urge the Governor and our legislative leaders to pass healthcare reform that will bring billions of new federal money into California’s healthcare system — without drawing on the General Fund — and contain costs and lower healthcare spending through a coordinated care health plan model.”
