Ramsell Public Health Rx today announced that the company will deliver its Pharmacy Benefit Management (PBM) solution to the Texas Department of State and Health Services (DSHS) for its new State Pharmacy Assistance Program (SPAP), the Texas HIV SPAP. The Texas SPAP helps HIV-positive individuals with costs associated with Medicare Part D prescriptions, including co-payments, deductibles, coinsurance and during the coverage gap (the "donut hole"). Through its contract, Ramsell Public Health Rx will be responsible for pharmacy network management, the Centers for Medicare and Medicaid SPAP data exchange process, help desk services, and administering payments on behalf of the Texas SPAP program.
"For more than 15 years, Ramsell Public Health Rx has been helping public health organizations find ways to streamline coordination of benefits and payer of last resort processes, reduce complexity and increase efficiency -- to ultimately improve the lives of those dependent on the public health system," said Sophia Byndloss, president, Ramsell Public Health Rx. "We are excited to work with the Texas HIV Medication Program as it offers this new State Pharmacy Assistance Program to its patients."
Eligible Texas HIV Medication Program recipients will be transitioned to the new Texas SPAP and will be able to fill all of their prescriptions, including medications to treat HIV/AIDS and medications to help with side effects and other conditions related to HIV. Patients are eligible for the program until the Texas HIV SPAP maximum benefit allowance is reached.
Ramsell Public Health Rx was selected as the administrator of the Texas HIV SPAP due to the company's deep knowledge of the process and detailed reporting that goes into managing a public health program. The company also administers AIDS Drug Assistance Program for both California and Washington.
The Ramsell Public Health Rx PBM solution offers public health organizations multiple benefits, including data management systems that provide real-time access to data and reports that can be used for program trending and forecasting. Trending and forecasting are particularly important because they can help public health programs maximize funding to provide care for more people. Ramsell Public Health Rx assists with the coordination of benefits, program limits, program coverage, reimbursement assistance, claims adjudication and eligibility concerns that may arise in providing service to Texas HIV SPAP program members.
