Peter Clement Joins Bull Services As Expert on Health & Human Services Policy
Peter Clement, a nationally recognized expert in Health and Human Services (HHS) policy and planning, financial management, program integrity and data analysis, has joined Bull Services, the leading Business Intelligence company in the Medicaid/HHS market.
Clement brings to Bull Services a wealth of experience in a wide breadth of HHS policy areas and government executive positions, most of it with the Nassau County (NY) Department of Social Services (NCDSS). He formerly served as Director of Administration for NCDSS, where he was responsible for the administration of an agency with a $460 million operating budget and a staff of 1,000. Prior to that, he was Acting Commissioner of NCDSS.

While serving as NCDSS’s Assistant Commissioner of Social Services, Clement oversaw budget and accounting, planning and research, child protective services, family and children services, day care, and medical services and managed care operations. In addition to his lengthy executive experience, he is a seasoned applied researcher with a wide and varied portfolio of statistical consulting to the government, universities, and the private sector. For example, at NCDSS, Clement refined statistical methodologies for detecting Medicaid fraud, waste, and abuse, and expanded planning and research staffing to implement county-wide fraud detection methodologies.
Clement has numerous industry publications and presentations to his credit, related to both fraud and abuse and improved health care outcomes, and has taught statistics and research methods at Adelphi University, Long Island University, and Hofstra University. He has a Ph.D. in applied research and evaluation in psychology from Hofstra University and a bachelor’s degree in psychology from the University of Notre Dame.
