Commission on Healthcare in the 20th Century Reviews NY State's Certificate of Need Process

The Commission on Healthcare in the 20th Century, nicknamed the hospital closure commission, is reviewing whether to alter the state's certificate of need process by which hospital and other health-care institutions seek to expand.

New York State Senate Deputy Majority Leader Dean Skelos, R- Rockville Centre, said the commission is also examining rate-making procedures.

Recommendations regarding certificates of need are expected to be included in a report that would be issued by Nov. 15, 2006.

The move comes as the state's process of measuring need for beds at hospitals, nursing homes and in general is under fire.

Dan McGowan, president of HIP Health Plan of New York, said certificates of need are being granted to add beds at hospitals in wealthy areas, while hospitals close in poor neighborhoods.

What's the ethics there? McGowan asked.
