The Center on Budget and Policy Priorities will hold conference call briefings on Tuesday, Oct. 25 at 12:45 p.m. and Wednesday, Oct. 26 at 11 a.m. (ET) (NOTE: time change) to discuss how budget cuts under consideration this week by two key House committees could affect Medicaid, TANF (welfare reform), child support enforcement, and other low-income programs.

On Tuesday the House Energy and Commerce Committee will begin marking up legislation cutting various programs under its jurisdiction, part of the House's effort to find up to $50 billion in savings in this year's budget. Medicaid is widely been expected to bear the brunt of the Energy and Commerce cuts.

The "Chairman's Mark" just issued by Energy and Commerce Chairman Barton proposes to allow states to impose significant new cost burdens on Medicaid beneficiaries. This approach contrasts sharply with the Medicaid proposals the Senate Finance Committee is expected to approve, which reduce costs while minimizing the harm to beneficiaries.

On Wednesday the House Ways and Means Committee is expected to begin marking up legislation containing proposed cuts to the programs it oversees. The Chairman's Mark just released by Chairman Thomas would, among other things, reduce funding for child support enforcement substantially and ramp up work requirements for TANF recipients while funding child care at levels well below what states need just to maintain their current child care programs (and below levels approved by the House in prior TANF bills).

The Center will be releasing short analyses of both the Energy and Commerce and Ways and Means bills.
