URGENT: US Senate approves 36-billion-dollar spending cuts WASHINGTON, Nov. 3 (Xinhua) — The U.S. Senate on Thursday approved about 36 billion dollars in net spending cuts to several mandatory programs, including Medicare and Medicaid, the health care programs for the elderly and poor.
