EAGAN, Minn., Feb. 20 /PRNewswire/ -- Blue Cross and Blue Shield of Minnesota announced today that it hired Patsy Riley, M.A., as senior vice president of government programs. Riley comes to Blue Cross after spending six years at president and chief executive officer at Stratis Health in Bloomington.

"The changes in Medicare and the upcoming retirement of the first-wave of baby boomers makes this division and the leadership of this division very important," said Colleen Reitan, president and chief operating officer for Blue Cross. "Patsy's background and energy makes her the perfect fit to lead and grow this division. Our members in government programs will be well served by Patsy."

Riley's experience in government programs is long and distinguished. She has served as president and CEO of Stratis Health, Minnesota's Medicare Quality Improvement Organization (QIO), since 1999. Prior to her position at Stratis, Patsy held senior-level positions in government programs with Allina/Medica, UnitedHealth Care and Aetna. In addition, Patsy was at Altcare where she developed the first Prepaid Medical Assistance Program in the country.

Riley earned both a master of arts degree in public affairs and a bachelor of science in intercultural communications from the University of Minnesota.
