Part D 'Dual Enrollees' New Troublespot?

Government notices sent to Medicare Part D enrollees who were mistakenly put into two plans may be adding to the confusion.
According to a New York Times report published Tuesday, the Bush administration has sent out thousands of green-colored notices to let these double enrollees know that they'd be dropped from one of the two Part D drug plans in which they are currently enrolled, and retained in the other.
These beneficiaries will be dropped from their original drug plan and retained in the second plan, unless the beneficiary specifically notifies the original plan that he or she wants to continue coverage, the report said. But such an undertaking may be easier said than done.
Stan Rosenstein, California's Medicaid director, told the newspaper that the change could be very confusing.
We try to reach people in 12 languages and even then, it's confusing, he said.
Federal officials also instructed the health plans not to contact beneficiaries about being dropped from a particular plan, but to merely deactivate beneficiaries' pharmacy cards.
However, some senior groups said such a plan might put Part D enrollees at risk.
"It's very dangerous to disenroll people without informing them, Jeanne Finberg, an attorney with the National Senor Citizens Law Center, told the New York Times.
But Medicare chief Mark McClellan said all Part D double enrollees would be duly enrolled in one plan before being dropped from another.
